SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. SAN DIEGO (KGTV) - A woman's trip to Mission Bay ended with her, and her car, soaked.The woman, who identified herself as Candy, said she was next to her car on a boat ramp preparing to unload her kayak for a day of fishing and roaming around Mission Bay. Suddenly, her 2002 Audi convertible started rolling as she was unloading gear.Candy jumped into the car and road it into the bay as she tried to get her emergency brake to engage."It just wouldn't. It just kept on going," Candy told 10News. "I was standing straight up in it as it was going down ... quite a scene, I'm sure."The car started sinking into the bay with Candy still inside, before she jumped out to swim back to shore. Her lunch and kayak floated to the other side of the bay as her car became completely submerged, she told 10News."I'm going to have plenty of fish now," she joked. "It's not a big deal, things happen."Two tow trucks were able to fish Candy's vehicle out of the bay and San Diego Lifeguards retrieved her car and kayak, in which she had left her purse and lunch.Candy said she had just purchased the car in November.San Diego Lifeguards reminded locals to exercise caution while using boat ramps. 1216

SAN DIEGO (KGTV) -- An official with the Encinitas Union School District confirmed Sunday a presumptive positive case of COVID-19.In a release sent to families of the district, Superintendent Andree Grey said "individual at Olivenhain Pioneer Elementary" tested positive. Grey could not provide further details citing privacy restrictions."I understand that it can be disconcerting to not have specific information surrounding the individual, however, it is important that we respect the privacy of our students and staff.
