Shamika Burrage survived a near-fatal car accident two years ago, but not without losing something pretty important: her left ear.Now, thanks to a novel procedure performed at an Army medical center in Texas, Burrage is getting that ear back in a most unusual way.Plastic surgeons harvested cartilage from Burrage's ribs to create a new ear and then grew it under the skin of her forearm. Then the doctors at William Beaumont Army Medical Center in El Paso successfully transplanted the ear from her arm to her head.The technique -- a first time in the Army -- is called prelaminated forearm free flap, said Lt. (KGTV) - Evacuees from the Valley Fire began to head home Thursday morning as Cal Fire lifted evacuation orders throughout the area."We're trying to head out early," said Deehorn Valley resident Dale Elliott. "That way we can get everything straightened up, cleaned up try to put things back."Elliott's family is one of 140 families the Red Cross helped over the last week. Evacuees were offered food, first aid, hotel rooms and more.Red Cross Regional CEO Shawn Mahoney said they served 1,200 meals on Wednesday alone.This was Elliott's first time having to evacuate, and he told ABC 10News, "With the dogs and my mother-in-law visiting and all of our stuff, we thought we should evacuate just to be on the safe side.”Elliott checked on his home Tuesday to make sure it hadn't been damaged in the fire. He said he'll have to clean out the refrigerator, but that's the only issue.Many others weren't as lucky.Cal Fire said 30 homes and 29 other buildings were destroyed in the fire. As the Valley Fire continues to burn, some areas are still under evacuation orders or warnings.The Red Cross says they will keep the shelters open as long as they're needed. 1186

Someone broke into Queen Califia’s Magical Circle located in Kit Carson Park.The sculpture garden features many works of art, including a mosaic maze, totem sculptures, a fountain, and a wall in the form of playful serpents.  The vandals cut the lock to the gate leading into the property. Then they smashed more than 20 custom shaped mirrors in the mosaic maze.  They also damaged two of the totems. The damage was discovered this week.Lech Juretko, of Art Mosaic Inc, helped the artist, Niki de Saint Phalle, create the sculpture garden for the community. He is also the one charged with repairing it.“I cannot really explain it,” Juretko said about the damage, “It’s sad. It’s never happened.”Juretko estimates it will cost ,000 to ,000 to repair the damage. He did not have a timeline for the repairs.The City of Escondido released the following statement to 10News.“The City plans to keep Queen Califia’s Magical Circle open during the regularly scheduled hours, weather permitting. Signage will be posted, and areas that could possibly be sharp from the glass and tile breakage will be blocked off. In addition, we always have a volunteer docent on site at all times while the sculpture garden is open to the public. Six White House officials have violated the Hatch Act, according to a letter from the Office of the Special Counsel to Citizens for Responsibility and Ethics in Washington Executive Director Noah Bookbinder.The six officials are White House principal deputy press secretary Raj Shah, White House deputy director of communications Jessica Ditto, executive assistant to the President Madeleine Westerhout, former special assistant to the President and director of media affairs Helen Aguirre Ferré, press secretary for the Vice President Alyssa Farah and Office of Management and Budget deputy communications Director Jacob Wood.The Hatch Act limits certain political activities of federal employees in an attempt to prevent the federal government from affecting elections or operating in a partisan manner. This includes sending partisan messages from social media accounts used for official government business.All six violated the Hatch Act by using their Twitter accounts, which they use for official purposes, to tweet messages considered partisan by OSC. Four of the six tweeted messages that included "#MAGA" or the slogan "Make America Great Again!" Shah tweeted a message from his account citing research from the Republican National Committee. Ditto retweeted Shah's message with RNC research.OSC found that these messages violated the Hatch Act because they use the political slogan of a current candidate, President Donald Trump, who has announced that he will be running for re-election in 2020. Tweeting those slogans from an account used for official purposes as a federal employee is considered political activity, the letter states. In Shah's and Ditto's cases, they highlighted research conducted by a political party, which OSC considered engaging in prohibited political activity.OSC issued warning letters to all six officials and warned that further engagement in behavior considered to be "prohibited political activity while employed in a position covered by the Hatch Act" will be considered "a willful and knowing violation of the law, which could result in further action," the letter states.OSC does not comment on open or closed Hatch Act investigations but confirmed to CNN that the letter to Bookbinder was authentic. CREW, the organization Bookbinder runs, submitted Hatch Act complaints to OSC about 10 White House officials that were addressed in the letter. The White House did not immediately respond to a request for comment from CNN.The Office of the Special Counsel enforces the Hatch Act. The act, however, is a guideline, so violations are not considered crimes. Punishment can range from a simple reprimand to the loss of a job.But OSC has little power to discipline senior White House appointees. If a senior White House official appointed by the President is found in violation of the Hatch Act, and OSC determines disciplinary action is required, "OSC can only send a report to the President alerting him of the violation," said Zachary Kurz, communications director for the Office of the Special Counsel.
