BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.

BEIJING, Oct. 8 (Xinhua) -- China launched a large-scale tree-planting program against soil-erosion along the Three-Gorge Dam section of the country's largest Yangtze River Friday, with two launching ceremonies held in Beijing and Chongqing, simultaneously.The program is aimed to raise funds from individual and institutional donors for planting trees on 3.8 million mu (253,333 hectares) on the banks of the Yangtze River in Chongqing.Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), is the honorary chairman of the organizational committee of the program.Vice Premier Hui Liangyu and Chongqing Party chief Bo Xilai attended and addressed the ceremony in Beijing.Hui spoke highly of the tree-planting program, saying that it would be new probe for the bio-environmental protection of major rivers in the country as well as a new, great contribution to the afforestation and protection of the Yangtze River.The vice premier recognized that the Yangtze River is still facing severe bio-environmental deterioration and soil erosion, though notable achievements have been made in the afforestation efforts along the river in the past decades.In his speech, Bo pledged that Chongqing will take three to five years to increase the forest coverage in the dam area to 65 percent, from the present 22.2 percent. Currently, soil-erosion has covered over 20,000 square kilometers, about 50 percent of the total area, he noted.According to previous reports, Chongqing plans to raise over 10 billion yuan (1.5 billion U.S. dollars) from institutional and individual donors for the tree-planting program.

PYONGYANG, Oct. 23 (Xinhua) -- A delegation of senior Chinese military officers watched the "Arirang" performance here Saturday night as part of celebrations to mark the 60th anniversary of the entry of the Chinese People's Volunteers (CPV) into the Korean War front.The delegation, led by Guo Boxiong, vice chairman of China's Central Military Commission, is on a four-day visit to the Democratic People's Republic of Korea (DPRK). HANOI, Oct. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday met separately with the prime ministers of Vietnam, Cambodia and Laos in Hanoi ahead of a series of summits between the Association of Southeast Asian Nations (ASEAN) and its partners.At the meeting with Vietnamese Prime Minister Nguyen Tan Dung, Wen hailed Vietnam's preparation for the upcoming meetings, saying that China would join with Vietnam to ensure the success of the meetings at a time of profound changes going on in the international situation.Wen called for proper handling of the issue of South China Sea, saying it is of vital importance to the sound and stable development of China-Vietnam relations.He noted that China and Vietnam have established a negotiation mechanism to solve the issue, and he hoped the two countries would discuss and sign an agreement on basic principles guiding the solution to the issues of the sea as early as possible.Dung agreed with Wen's remarks.Expressing the high importance China placed on the summits, Wen said China would strengthen communication and coordination with Vietnam and work with all sides concerned to push forward East Asian cooperation.Wen said friendship and cooperation have remained the mainstream of China-Vietnam relations since the establishment of the bilateral diplomatic ties 60 years ago.
