BEIJING, Nov. 30 (Xinhua) -- Chinese Premier Wen Jiabao on Tuesday urged Israel and Palestine to stay on the path of peace talks and take constructive moves to advance their stalled peace talks.Wen made the appeal in a message to the Conference in Commemoration of the International Day of Solidarity with the Palestinian People, which was held Monday at the United Nations headquarters in New York.Offering warm congratulations for the event on behalf of the Chinese government, Wen stressed that the Palestinian issue is at the core of the Middle East issue.The Chinese government has all along firmly supported the Palestinian people's just cause of restoring their legitimate national rights, and the efforts to continuously push the Middle East peace process forward, Wen said.The talks between Israel and Palestine have now reached a pivotal stage, he said, voicing the hope that both sides will stay on the track,take positive and constructive efforts, avoid any disturbance of the talks, cooperate with international mediation efforts, and constantly promote the negotiation process.He expressed the hope that on the basis of related UN resolutions and the "land-for-peace" principle, an independent Palestinian State with full sovereignty will be established and the peaceful coexistence of Israel and the Palestinian State will be achieved.An early settlement of the Palestinian issue is the expectation shared by all Middle East countries and peoples and the international community, Wen said.As a permanent member of the UN Security Council, China will as always support the United Nations in playing a vital role on the Middle East issue, he said.He added that China, along with the international community, will continue to make unremitting efforts to seek a just solution to the Palestinian issue and promote peace, stability and development in the Middle East.The UN General Assembly adopted a resolution in 1977 designating Nov. 29 as the International Day of Solidarity with the Palestinian People. On that day in 1947, the assembly passed a resolution on the partition of Palestine.Each year, the assembly's Committee on the Exercise of Inalienable Rights of the Palestinian People holds a special meeting in observance of the Day of Solidarity.
BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.

BEIJING, Jan. 11 (Xinhua) -- A Senior Communist Party of China (CPC) leader Tuesday said government and Party officials should make more effort to deal with petitions and resolve public grievances.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing, where officials discussed work on petitions this year.Despite a drop in petition numbers last year, China would still face a lot public petitions this year since some people still had living difficulties while there were still too many social management problems, Zhou said.Government officials and Party cadres, particularly those at city and county levels, should meet petitioners in person and handle their appeals on a one-on-one basis, he said.Greater efforts must be paid to address unresolved petitions within a time limit, and to prevent more petitions at root by avoiding risks to stability in making policies, said Zhou, who is also the secretary of the Commission for Political and Legal Affairs of the CPC Central Committee.Zhou said the government must not simply reject public petitions and should instead meet people's legitimate demands in petitions.Petitioners who disrupt public order should be handled in accordance with the law, he said.

BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Public Security (MPS) on Sunday ordered traffic police nationwide to prepare for possible traffic disruptions caused by a lingering cold snap.The cold weather that has stopped traffic on national highways in several central and southern provinces since New Year's Day is likely to last ten more days.At a national meeting on coping with traffic disruptions during the cold snap, vice public security minister Huang Ming said local traffic police should be prepared to control and solve traffic problems that icy weather and sleet might cause.Further, local traffic police should make realistic emergency plans, prepare emergency supplies and equipment for de-icing and removing snow, and quickly handle traffic accidents, he said.He added that road closures should be the last choice in handling poor road conditions caused by freezing weather. Additionally, local traffic police should take other measures such as temporarily opening roads to ensure traffic flows.The recent inclement weather is a reminder of the disastrous freezing winter at the beginning of 2008, which stopped traffic, damaged power grids, and disrupted lives of millions in southern China.However, experts believe China is unlikely to suffer similar conditions this winter because of inadequate moisture.
