SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department says it paid out nearly million in overtime throughout the course of protests and riots in the county.According to the department, ,862,798 was paid out from May 28 through June 4, 2020.The department said more than 24,000 hours were worked throughout the protests.The figure includes overtime for sworn deputies and support staff. They added that, throughout the protests and riots, no one had time off, and that all vacation time was canceled during the unrest.The news comes after rioters set fire to several buildings and vehicles in La Mesa in late May.Several stores were also looted, including Walmart, Target, Vons, and other stores and shopping centers. 737

SAN DIEGO (KGTV) — Thousands of people enjoyed San Diego County beaches, despite the ongoing Beach Hazard Warnings.The National Weather Service announced there would be high surf, high tides, and strong rip currents on the San Diego County coastline. This Beach Hazard Warning continues until Sunday. Whether you're playing, laying, or even working on this July 4th holiday, spending time at Mission Beach was a dream come true. Especially if you were the Newman family, escaping the Phoenix heat. "When we left, I think it was 114 degrees," Bryant Newman said. They said it just doesn't compare. "We used to hang out a lot at the resorts there locally [in Phoenix], but we have been coming to California for Fourth of July for the last for five or six years," Newman said.But let's not forget about the Beach Hazard Warnings, still in effect until Sunday. "They did warn us about high surf before I left the hotel this morning," visitor from LA, Saira Kinuthia said. Kinuthia is not letting her two boys out of sight. She said while they are here for fun, safety comes first. "We had our talk, and if the lifeguard says that we need to come out of the water, then we have to come out of the water," Kinuthia said. Also keeping a close eye, there was a large police presence along the beaches and boardwalk. While most of the patrols were for alcohol, officers were also regulating the new e-scooter rules that took place on July 1st. Riders must slow down to 8 miles per hour on the boardwalk. But 10News saw many people zooming by. One was an accident between a double-rider and an elderly gentleman, walking on the boardwalk. All parties were okay. San Diego Police said they are giving many verbal warnings and a few citations for what they consider egregious e-scooter violations. Whether it's on the scooter or in the ocean, please remember. SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. They can cause a lot of harm and we work hard to eliminate them.”RELATED: Mysterious seeds sent from China to US mailboxesThe department says unopened seed packets should be dropped off at drop boxes at 151 E. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. They will then be sent to the USDA for analysis.Anyone unable to drop off the seeds should call 760-752-4700.Kimberly Pierce-Nolan is just one of the San Diego County residents to receive the seeds. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618

SAN DIEGO (KGTV) -- The San Diego Blood Bank is asking for convalescent plasma donations from patients that have recovered from COVID-19. The plasma is used at local hospitals to help fight COVID-19. Although not a cure for the virus, the plasma has proved to be effective for some patients. The blood bank says they are running low on convalescent plasma because requests from hospitals have gone up. The process of donating takes a little more than an hour, including the check-in process. To donate plasma you must have had a positive COVID-19 test, recovered from the virus and be symptom free for 28 days. Donations are by appointment only.
