A trendy shampoo making all sorts of promises has proven to be a real head-scratcher for both consumers and state investigators.Monat is mostly sold person-to-person through multi-level marketing.In 2018, 13 Investigates first broke the story of allegations of balding and scalp sores by some of its users.Lather, rinse, repeat: Monat is once again under the microscope, this time signing a compliance agreement and issuing refunds."I started noticing my hair was just falling out in handfuls," said Pam Benson of Moore, OK. She says her problems started after using Monat hair care products."I had also tried this on my daughter and my granddaughter. I tried the children's version on my granddaughter and her hair was falling out and my daughter's hair fell out."Benson says before Monat, "My hair was so thick that I couldn't put a ponytail holder around it twice." And after... "my hair got so thin I could put it around four or five times."When she complained to the company, she says a Monat rep told her, "It was detox. And they said your hair has to detox and get rid of all the build-up that's on your hair."That's just one of the claims the multi-level marketer is no longer allowed to make. In August, Monat signed an "Assurance of Voluntary Compliance" to resolve an investigation by the Attorney General in Florida, where Monat is headquartered. The attorney general's office launched its investigation into Monat's claims and business practices after a 13 investigation in March of 2018. The office was aware of more than 800 consumer complaints across the country."I had a very close friend who insisted that this was the best thing since sliced bread," said Las Vegas Realtor Lynne Bloomquist.She spent nearly 0 on Monat products in July 2018 but was able to get a refund after complaining to Monat that she had problems with her shampoo right away."My hair came out not feeling clean," Bloomquist said. That's absolutely false," Hoolihan says. "We’ve got to make sure that the claims that we make are based on reliable and competent data. Are we vegan? Yes. Can we say that we’re gluten free? Yes. Can we say that we’re Leaping Bunny certified? Absolutely."Per the compliance agreement, Monat can't make any product claims that aren't supported by reliable, objective scientific evidence accepted by experts. The company must also preserve all data and documents about any clinical test or study, including who sponsored it. In signing the AVC, Monat didn't admit to any violations."You shouldn't be allowed to harm someone and say oh, I won't do it anymore. And then it be OK," said consumer Pam Benson. Varnell sees both as consumer victories."The single most important thing that any Attorney General's office can do is get injunctive relief that stops bad practices. "Let that come from us."13 Investigates discovered something that came from them after signing the agreement with the Florida attorney general: In screenshots posted about a new sunscreen, Monat market partners claim Monat's Sun Veil SPF 30 is "Approved by the Skin Cancer Foundation." But in an email shared with 13 Investigates, the Skin Cancer Foundation said, "Monat has not submitted an application for Sun Veil SPF 30 and therefore it has not earned the Seal of Recommendation for being a safe and effective broad-spectrum sunscreen."We questioned Monat about that and they sent the following statement: "Some independent Market Partners may be getting a little ahead of themselves following our announcement of our forthcoming Sun Veil SPF 30 product. And, that’s our fault based on an announcement we made at a company event for our sales force two weeks ago. A Pennsylvania couple is facing criminal charges after police say they hid the body of their infant daughter in a plastic container filled with cat litter in a crawlspace inside their home, according to the Berks County District Attorney’s Office.Samantha Trump, 27, and Shaun Oxenreider, 25, are charged with abuse of a corpse, concealing the whereabouts of a child and criminal conspiracy, according to a criminal complaint.Spring Township police began an investigation when two relatives of Oxenreider contacted them, reporting that they’d heard about the death of the 6-month old baby, the criminal complaint says.Officials are still trying to determine how and when the child died. An autopsy has been scheduled.Police say a relative of Oxenreider told them he’d heard several stories about what happened to the baby and who paid for the funeral expenses from Oxenreider, according to the criminal complaint.Police spoke to a Berks County Children and Youth Services caseworker to follow up with the report, the criminal complaint says. The caseworker spoke to Oxenreider and Trump on the phone, then told police their statements were suspicious. The caseworker also told police she could find no record of the baby’s name with either Trump or Oxenreider as a last name at any Berks-area hospital, or at the funeral home where the couple said they had the baby’s remains cremated.When asked to provide a death certificate for the child, Trump told the caseworker that she and Oxenreider were in New Jersey visiting a relative, and would not be back until after Easter, according to the criminal complaint.On Monday night, the criminal complaint says, a relative drove past the couple’s home on the 1300 block of West Wyomissing Court and saw Oxenreider’s vehicle parked outside. The relative contacted police, who went to the home to investigate.The couple initially did not allow police inside, the criminal complaint says. Officers spoke to Trump through the door while Oxenreider attended to the couple’s other child.As the investigating officer and child protective services officials arrived on the scene, Oxenreider left the home, and Trump remained at the door, the criminal complaint says. Trump then dropped to the ground and went into convulsions during questioning by investigators. She was taken to Reading Hospital for treatment, according to the criminal complaint.Police continued to speak to Oxenreider. Shortly after midnight, they asked his permission to search the home, the criminal complaint says. Officers made it clear that they wanted to look in spaces that could potentially conceal a child.Oxenreider agreed to the search.Police eventually searched a locked bathroom, that Oxenreider opened with a key. Inside they discovered used diapers, pictures of the baby, and baby clothing. A door inside the bathroom leading to a crawl space was also found. When police looked inside, they found a large plastic container with the lid snapped shut, the criminal complaint says. The container was filled with cat litter.Officers noticed a plastic trash bag sticking out of the litter. When the bag was pulled out and cut open, the criminal complaint says, police discovered the child’s body inside.Oxenreider was arrested without incident, according to the Berks County District Attorney’s Office. A scary moment happened for parents and young kids when a fight broke out at the Lied Memorial Boys and Girls Club near Lindell Road and Edna Avenue in Las Vegas.It's not clear yet how it all started but from the video, it appears that a number of adults were involved. But what concerns parents most is there were a lot of young children, even babies in the audience when the fight started. What seemed like a heated argument turns into a fistfight within seconds. People were throwing wild punches, shoving and tackling each other as others tried to break the fight.Scripps station KTNV in Las Vegas spoke with a parent who was at the Lied Memorial Boys and Girls Club. Concerned with his kid's safety, he did not want to be identified."It was scary you know just to know that all those kids around, and how fast the situation escalated... just one second everybody was having fun and the next second it was chaos," the parent said. "It was a 'think fast' moment because the kids were close. More than anything it was just getting the kids out of the way and then figuring out what was going on."KTNV reached out to Boys and Girls Club and the National Youth Sports League which oversees the game.The League responded saying it is still "gathering facts" saying, "If found that any of the individuals were involved in our league they will be immediately removed and we will press charges.
