"It can still work."Atibu's home is gutted out, still she, her husband and four children are still living in it."I know it's not a safe place to be but I don't know where else I can go," Atibu says.More than 20,000 people are still in shelters or FEMA hotels in Texas. And even though flood waters are gone, mold and mosquitoes are still here along with the threat of sickness and disease. In hard-hit Port Arthur and Beaumont, people are still struggling to find the basics like food and water.But right now, all eyes are focused on Florida where people are just beginning picking up the pieces left in Irma's wake. They're clearing debris from roads and checking for damage, so that those who evacuated can return to their homes.  But millions are still without power and boil water advisories are in place in many areas.In the U.S. Virgin Islands people are still being evacuated to Puerto Rico.St. Thomas Evacuee Patrice Harris says, "Being in a state where I'm not sure what's going to happen next, not sure where I'm gonna get my next meal, that's something that's very discomforting for me. So I'm happy to have been able to leave the island."All said, this is going to be a long recovery. The latest estimates show together, hurricanes Harvey and Irma have caused between 150 billion and 200 billion dollars in damage. Two people have been killed in an explosion at a Veteran's Affair hospital in Connecticut, according to WTNH-TV and The New Haven Register.A VA spokesperson told WTNH that the explosion at the West Haven hospital was caused by a steam valve. The explosion occurred in a building that was not housing patients. Those who were killed were not patients at the hospital.According to The Associated Press, state and federal investigators are responding to the incident. State police also said they would send a fire and explosion investigation unit."We received a report this morning that an explosion occurred at the West Haven campus of the VA Connecticut Healthcare System that resulted in two deaths in a non-patient care area,” VA Secretary Robert Wilkie said in a statement.This story is breaking and will be updated. 826

"For fear that they were going to be shot, the officers return fire."A gun has been recovered from the scene, police said.Police said the man was wounded and transported to a hospital with unknown injuries. UNIVERSITY HEIGHTS, Calif. (KGTV) - Neighbors in University Heights say the city needs to do more to clear dead brush from a canyon along Washington Street.The canyon, often called "Camelot Canyon," runs east from the 163 and underneath the popular Vermont Street bridge.People who live nearby say the brush underneath, combined with homeless encampments, creates a fire hazard.Their fears came true last March when a massive fire broke out among the palm trees near the bridge. In the aftermath, the fire department ordered CalTrans and the City of San Diego to remove dead brush from the canyon.Neighbors say they didn't do enough."We're trying to get them to finish the job and help suppress wildfires," says Marybeth Chruden. Her group is hoping to present at least 1,000 signatures to the City Council at an upcoming meeting."If a fire starts in the middle of the night and nobody catches it in time, the palm trees go up, the eucalyptus trees go up, and we could have another fire like what happened in Paradise," says Andy Lange, referencing the fire in Northern California that burned thousands of homes.The Fire Department says clean up is complicated in the canyon. Part of it is owned and maintained by CalTrans. The rest is city property.According to Assistant Fire Marshall Eddie Villavicencio, city crews did two cleanups after last spring's fire; one in April and another in July. The delay between the two was a result of waiting for more funding. Also, city code only allowed the crews to clear out dead or dying vegetation, nothing more.Villavicencio also says the canyon is designated as Open Space and supposed to be left alone to let nature take over. Because of that, there is no requirement for the city to maintain the brush.CalTrans, meanwhile, has different requirements for their land in the canyon. Chruden and her group say the CalTrans land is maintained and kept clear.Villavicencio says the Fire Department is always looking for grants to help fund more cleanups in these areas. He also mentions a bigger problem is the homeless camps in canyons, which are typically the cause of fires. That part of the issue is a police and enforcement matter.Chruden's group says those explanations serve as further proof that the city needs to fund this kind of regular maintenance."This is such a wonderful neighborhood, such a good community, and we take pride in it," says Debora Morrison, who has spent time gathering signatures on the bridge.
