SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. But the best way to keep your family safe is to stay close to home.”“Limiting and reducing travel is one way to reduce the further spread of the disease. I am happy to partner with California and Oregon in this effort to help protect lives up and down the West Coast,” Inslee said.The governors did not say how long the advisories are expected to last. 1981

SAN DIEGO (KGTV) — California has rejected San Diego County's request for a tier adjustment after the region was moved into the state's purple reopening tier.The county said that "San Diego’s increased cases are not due to the sectors impacted by moving into a more restrictive tier. County has interviewed cases to identify potential exposure settings and tracked community outbreaks."County health officials say businesses that will be impacted by purple tier restrictions saw the following breakdown of COVID-19 cases in October:Restaurant/bars: 7.4% of COVID-19 cases (715 of 9,646)Retail: 6.6% of COVID-19 cases (636 of 9,646)Places of worship: 1.9% of COVID-19 cases (184 of 9,646)K-12 schools: 1.7% of COVID-19 cases (165 of 9,646)Gyms: 0.4% of COVID-19 cases (39 of 9,646)In reference to October's data, the county said that, "outbreak data also show these sectors make up a small percentage of the cases overall ... Penalizing the impacted sectors for case increases is wrong, as these sectors continue to do the right things, while trying to weather the ongoing pandemic and the back and forth of re-openings."The county pointed to many local restaurants as an example of improving its mitigation efforts and investing in materials to make their settings safe for visitors, adding, "additionally, the closure of indoor restaurants, especially during the wintertime where outdoor dining is not optimal, will move individuals into homes and encourage gatherings, which is one of the high-risk areas for cases."Despite the request, the state decided on Sunday that the county will remain in the more restrictive purple tier.COUNTY'S EXPOSURE DATA (Oct. 25 - Nov. 7)According to county public health officials, between Oct. 25 and Nov. 7, there were a reported 5,576 COVID-19 cases.Of those cases, 3,833 cases were interviewed for contact tracing and 2,260 cases reported at least one of the potential exposure settings:Restaurant/bars: 389 casesBeach: 10 casesCasinos: 20 casesGroup gatherings: 159 casesGyms: 18 casesHair salon or barber: 97 casesPlaces of worship: 118 casesProtest: 0 casesRetail: 308 casesWork: 1,314 casesOther: 158 casesThe county says 1,573 of the 3,833 cases reported no potential exposure settings.Of all the cases between Oct. 25 and Nov. 7, the county says that people reported the possible exposure settings:Household exposure: 1,311 casesTravel-related exposure: 814 casesAny education-related exposure: 172 casesThrough Nov. 7, San Diego County has reported a total of 60,169 COVID-19 cases and 908 deaths from the virus. 2566

SAN DIEGO (KGTV) -- California health officials have released new guidance Friday night increasing the limit on the number of households allowed to attend private outdoor gatherings. According to the California Department of Public Health website, the new guidance allows no more than three households to gather outdoors, including hosts and guests, and gatherings should be kept to two hours or less.The new guidance goes into effect in San Diego County on Saturday."Gatherings may occur in outdoor spaces that are covered by umbrellas, canopies, awnings, roofs, and other shade structures provided that at least three sides of the space (or 75%) are open to the outdoors," state health officials said.If the gathering is taking place at someone’s home, guests may use a bathroom inside the residence as long as they are frequently sanitized."The host should collect names of all attendees and contact information in case contact tracing is needed later," state health officials said.The new guidance comes with a reminder that "people at higher risk of severe illness or death from COVID-19 (such as older adults and people with chronic medical conditions) are strongly urged not to attend any gatherings.""Anyone with COVID-19-like symptoms should stay home. If you attend a gathering and develop COVID-19 symptoms within 48 hours of a gathering, you should notify everyone who was there," state health officials said.Attendees need to continue following safety guidance including keeping at least six feet apart from non-household members and wear face coverings."A gathering of no more than three households is permitted in a public park or other outdoor space, even if unrelated gatherings of other groups up to three households are also occurring in the same park or other outdoor space. If multiple such gatherings are occurring, mixing between group gatherings is not allowed. Additionally, multiple gatherings of three households cannot be jointly organized or coordinated to occur in the same public park or other outdoor space at the same time – this would constitute a gathering exceeding the permitted size," state health officials said.READ THE STATE'S NEW GUIDANCE BELOW:Mandatory Requirements for All GatheringsAll persons planning to host or participate in a private gathering, as defined above, must comply with the following requirements. Local health jurisdictions may be more restrictive than this guidance. Refer to your local guidance for what is allowed in your area.1. AttendanceGatherings that include more than 3 households are prohibited. This includes everyone present, including hosts and guests. Remember, the smaller the number of people, the safer.Keep the households that you interact with stable over time. By spending time with the same people, risk of transmission is reduced. Participating in multiple gatherings with different households or groups is strongly discouraged.The host should collect names of all attendees and contact information in case contact tracing is needed later.2. Gather OutdoorsGatherings that occur outdoors are significantly safer than indoor gatherings. All gatherings must be held outside. Attendees may go inside to use restrooms as long as the restrooms are frequently sanitized.Gatherings may occur in outdoor spaces that are covered by umbrellas, canopies, awnings, roofs, and other shade structures provided that at least three sides of the space (or 75%) are open to the outdoors.A gathering of no more than three households is permitted in a public park or other outdoor space, even if unrelated gatherings of other groups up to three households are also occurring in the same park or other outdoor space. If multiple such gatherings are occurring, mixing between group gatherings is not allowed. Don't Attend Gatherings If You Feel Sick or You Are in a High-Risk GroupAnyone with any COVID-19-like symptoms (fever, cough, shortness of breath, chills, night sweats, sore throat, nausea, vomiting, diarrhea, tiredness, muscle or body aches, headaches, confusion, or loss of sense of taste/smell), must stay home and not come into contact with anyone outside their household.Anyone who develops COVID-19 within 48 hours after attending a gathering should notify the other attendees as soon as possible regarding the potential exposure.People at higher risk of severe illness or death from COVID-19 (such as older adults and people with chronic medical conditions) are strongly urged not to attend any gatherings.4. Practice Physical Distancing and Hand Hygiene at GatheringsFor any gatherings permitted under this guidance, the space must be large enough so that everyone at a gathering can maintain at least a 6-foot physical distance from others (not including their own household) at all times.Seating must provide at least 6 feet of distance (in all directions—front-to-back and side-to-side) between different households.Everyone at a gathering should frequently wash their hands with soap and water, or use hand sanitizer if soap and water are not available. A place to wash hands or hand sanitizer must be available for participants to use.Shared items should not be used during a gathering. As much as possible, any food or beverages at outdoor gatherings must be in single-serve disposable containers. If providing single-serve containers is not possible, food and beverages must be served by a person who washes or sanitizes their hands frequently, and wears a face covering. Self-serve items from communal containers should not be used5. Wear a Face Covering to Keep COVID-19 from SpreadingWhen gathering, face coverings must be worn in accordance with the CDPH Guidance on the Use of Face Coverings (PDF), unless an exemption is applicable.People at gatherings may remove their face coverings briefly to eat or drink as long as they stay at least 6 feet away from everyone outside their own household, and put their face covering back on as soon as they are done with the activity.Face coverings can also be removed to meet urgent medical needs (for example, to use an asthma inhaler, take medication, or if feeling light-headed).6. Keep it shortGatherings should be two hours or less. The longer the duration, the risk of transmission increases.7. Rules for Singing, Chanting, and Shouting at Outdoor GatheringSinging, chanting, shouting, and physical exertion significantly increases the risk of COVID-19 transmission because these activities increase the release of respiratory droplets and fine aerosols into the air. Because of this, singing, chanting, and shouting are strongly discouraged, but if they occur, the following rules and recommendations apply:All people who are singing or chanting should wear a face covering at all times while singing or chanting, including anyone who is leading a song or chant. Because these activities pose a very high risk of COVID-19 transmission, face coverings are essential to reduce the spread of respiratory droplets and fine aerosols;People who are singing, shouting, chanting, or exercising are strongly encouraged to maintain physical distancing beyond 6 feet to further reduce risk.People who are singing or chanting are strongly encouraged to do so quietly (at or below the volume of a normal speaking voice). 7492

  

SAN DIEGO (KGTV) -- Authorities eradicated a massive illegal marijuana grow operation discovered near a popular trail in the Rancho Pe?asquitos area.According to Drug Enforcement Administration officials, San Diego police officers were called out to an area of the Del Mar Mesa Preserve on Tuesday regarding a homeless encampment. That’s when they discovered more than 2,000 marijuana plants.The plants were 5- to 7-feet tall and were ready to be harvested. The street value of the crop is estimated to cost as much as .5 million, the DEA said.The plants were hidden below the canopy of the natural vegetation.“The way that it was set up, it was obvious people were living on that property, would lead us to believe, if we had to make a guess, it was most likely cartel-related,” DEA officials said.They called it a sophisticated operation, adding it was rare to see an illegal grow of its size growing in a city so close to homes.“In this case, we think it's more likely they found a fire hydrant or some sort of a city water source that they were able to tap into,” DEA officials said. “We couldn’t find that in this case, but we think that’s the most likely scenario.”Authorities said there was also an extreme fire danger associated with the grow. They found trash in the vicinity, as well as two propane tanks and open flame burners for cooking in an area with tall, dry vegetation.Authorities have not found anyone connected to the illegal operation.
