House Speaker Nancy Pelosi on Monday released a new proposal that includes .2 trillion in spending, and sends direct payment of ,200 to most Americans.The proposal still costs more than the White House has said it would like, but is down from the .4 trillion stimulus plan House Democrats passed back in May.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments. The set of proposals would also include a 0 per week unemployment supplement, which expired at the end of July.“This .2 trillion Heroes Act provides the absolutely needed resources to protect lives, livelihoods and the life of our democracy over the coming months,” Pelosi said in a letter to House Democrats. “It includes new funding needed to avert catastrophe for schools, small businesses, restaurants, performance spaces, airline workers and others.”Last week, Treasury Secretary Steve Mnuchin confirmed that he and Pelosi agreed to relaunch negotiations on a stimulus plan.Earlier this month, Senate Republicans attempted to pass a “slimmed down” stimulus bill with a cost of 0 billion. In a letter sent to 950 patients, University Hospitals Fertility Center blames human error for the loss of 4,000 eggs and embryos, twice the number initially reported.The letter says the Cleveland hospital is “heartbroken” to inform patients it is “unlikely” any of the eggs and embryos are viable.The letter says a remote alarm system on the storage tank containing the eggs and embryos, which was designed to alert a UH employee to temperature fluctuations, was turned off.It is unclear when the remote alarm was turned off, but an alert to an employee as the temperature inside the tank began to rise Saturday night was not sent or received, according to the letter.It is also unclear who turned off the alarm and how long the alarm was turned off.The lab was not staffed March 3, the night of the malfunction. There was also a history of malfunctions involving the storage tank.In the letter, UH said the storage tank in question “needed preventative maintenance.”For weeks prior to the malfunction on March 3, “we experienced difficulty with what is called the liquid nitrogen automatic fill” and were working with the manufacturer to correct the problem.“My clients’ lives and future aspirations were crushed and destroyed. Finding out how simple of a matter it would have been to prevent this tragedy shakes my faith in the medical profession to the core,” said Brian Taubman, an attorney representing patients affected by the malfunction, in a statement to Scripps station WEWS in Cleveland. “My clients trusted UH with their future family, never doubting that those lives were safeguarded and with the flip of a switch their lives and potential lives were changed forever,” said Taubman.The hospital also says it takes responsibility for the failures and apologized several times to the affected patients. Hours after two Atlanta Police officers were charged in connection with the death of Rayshard Brooks, the department confirmed that an unspecified number of officers are calling off tonight.The city’s Mayor, Keisha Lance Bottoms, told CNN’s Chris Cuomo that some officers are being asked to extend their shift on Wednesday. Bottoms added that other jurisdictions have been notified and were asked to be on standby to provide the city with assistance.Despite reports on social media, Atlanta Police denied that officers are walking off the job.“The department is experiencing a higher than usual number of call outs with the incoming shift,” the department confirmed on Twitter. “We have enough resources to maintain operations & remain able to respond to incidents.”Bottoms acknowledged to Cuomo that officer morale is an issue.Earlier on Wednesday, Garrett Rolfe, who was fired from the Atlanta Police Department following the shooting, was charged with felony murder and 10 other crimes, including four counts of aggravated assault with a deadly weapon and several violations of his oath of office.Officer Devin Brosnan has been charged with aggravated assault and several violations of his oath of office. Brosnan was placed on administrative leave late Saturday.Brooks died on Friday night after Rolfe shot him in the parking lot of a Wendy’s restaurant.The Georgia Bureau of Investigations said that officers responded to a call of a man who fell asleep behind the wheel in a drive thru. The police accused Brooks of failing a field sobriety test, which prompted the officers to attempt to arrest Brooks.Video of the incident showed that Brooks then struggled with officers over a Taser.
