BEIJING, Aug. 17 (Xinhua) -- A senior official of the Communist Party of China (CPC) on Monday urged greater efforts to make the training of officials more pertinent to and effective in raising their skills at governing.Push forward the reform of the training of officials unswervingly so that the training could better serve the scientific development of the country, said Li Yuanchao, head of the Organization Department of the CPC Central Committee at a conference on the reform in Beijing on Monday.He added that the training must be both relevant and complementary to officials' jobs and called for the optimization of the systems that educate officials on Party theories, governance and Party spirit.He stressed the need to create a diverse official training system with more involvement from higher-learning institutions and research institutes besides the current main training channel of Party schools and administration schools.He also called for better training of officials at grassroots levels.The general office of the CPC Central Committee issued the text of the reform outlines for the period of 2010 to 2020 on Tuesday. CHANGZHOU, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Saturday called for more favorable policies to encourage the construction of affordable housing.Li made the remarks at a meeting on affordable housing held in Changzhou city of east China's Jiangsu Province.He reiterated that China would complete construction of 5.8 million units of affordable housing, including low-rent housing, public rental housing and resettlement housing for relocated residents from redeveloped urban shanty towns.In May, the Ministry of Housing and Urban-Rural Development signed an agreement with local governments nationwide to build 5.8 million units of affordable housing."Meanwhile, measures should be taken to increase the supply of commercial housing to meet people's reasonable needs of housing consumption," he said.He said local governments should adopt a realistic approach to affordable housing construction and plans should be based upon local needs.For populous cities, construction should focus on public rental housing that provides homes for low- and medium-income families, newly-employed school graduates and migrant workers, he said.

CHANGSHA, Aug. 2 (Xinhua) -- Ten people have been confirmed dead after two manganese mines in central China's Hunan Province were flooded two weeks ago, local authorities said Monday.Water gushed into the two mine pits run by Leixin Mining Development Co. and Wenhua Manganese Co. in Huayuan County of Xiangxi Tujia-Miao Autonomous Prefecture at about 6:10 p.m. on July 20, trapping a total of 13 miners underground.Rescuers pulled three miners alive out of the mines on July 29 and sent them to hospital. Currently, they are in stable condition, a spokesman with the Hunan Provincial Work Safety Administration said Monday.Rescuers had earlier retrieved seven bodies, and they found the last three bodies on Sunday morning, the spokesman said.Local authorities are further investigating the cause of the accident, he added.

BEIJING, Aug. 10 (Xinhua) -- China's Ministry of Health reported 1,397 deaths from infectious diseases on the mainland in July.Some 750,000 infections were registered last month, including 10 cholera infections, according to a statement released Tuesday by the ministry.No plague cases or deaths from cholera were reported in July, the statement said.Plague and cholera are categorized as Class A infectious diseases -- the most serious class under China's Law on the Prevention and Treatment of Infectious Diseases.More than 350,000 cases of Class B diseases were also reported in the month, with 1,251 of them resulting in death.Tuberculosis, viral hepatitis, dysentery, syphilis and gonorrhea were among the five most frequently reported cases in the month, accounting for 94 percent of all Class B cases, the statement said.The death toll due to Class C disease was 146. The top three Class C diseases were hand-foot-mouth disease (HFMD), infectious diarrhea and mumps, which accounted for over 98 percent of cases in this category, the statement said.
