CHICAGO, Ill. – The City of Chicago will soon implement under another stay-at-home advisory as it seeks to slow the spread of the coronavirus.The city’s mayor, Lori Lightfoot, announced Thursday that the advisory will go into effect on Monday, Nov. 16 at 6 a.m.Lightfoot says the advisory will call on the people of Chicago to stay at home unless for essential reasons, stop having guests over – including relatives they don’t live with, avoid non-essential travel, and cancel “traditional” Thanksgiving plans."Residents are advised to only leave home to go to work or school, or for essential needs such as seeking medical care, going to the grocery store or pharmacy, picking up food, or receiving deliveries," the city wrote.The city says the advisory will remain in place for 30 days or until the commissioner of health, Dr. Allison Arwady, determines a change in the guidance is appropriate.The new advisory comes as the city and many parts of the country experience the highest coronavirus case rates since the pandemic began. CARLSBAD, Calif. (KGTV) – A woman found dead on a Carlsbad hiking trail was stabbed to death, police revealed Tuesday.Carlsbad police said the 68-year-old white woman was walking or jogging Monday morning on the Hosp Grove Trail East, near the 2600 block of Monroe Street, when she was attacked.The San Diego County Medical Examiner’s Office determined the victim, a Carlsbad resident, was stabbed to death.According to police, a tip has helped in identifying a man who may have been in the area at the time of the incident.The man was described as white or Hispanic, 5 feet 10 inches to 6 feet 3 inches tall, with a husky build and a tan complexion with dark hair. The tipster told police the man was wearing a black shirt, black shorts, and possibly a black hat.Police said the man was seen walking slowly with a slight shuffle or limp.Police noted that it is “unknown at this time if this person is related to the incident.”Anyone who may have seen or heard anything suspicious in the area of Hosp Grove Trail East, between 10 a.m.-12 p.m., is urged to call Carlsbad police at 760-931-2165.Police said in light of the incident, extra patrols have been assigned to the area. 1184

CHICAGO — Millions of frontline healthcare workers are rolling up their sleeves for the first of a two-dose COVID-19 vaccine. First out is Pfizer’s vaccine, and now, an FDA panel has recommended Moderna’s vaccine for emergency use authorization. The available Pfizer shot requires a complex and precise procedure for it to work.Before the needle even breaks the skin, a strict protocol must be followed precisely.“We're going to put it take it from the negative 80 ultra-low storage and we're gonna defrost it to refrigerator temperatures,” explained Erin Shaughnessy, director of pharmacy at Rush University Medical Center in Chicago. “That's gonna give us five days of stability for the vaccine.”It’s like something out of Mission Impossible.“We installed additional security cameras and we have additional security protocols,” said Shaughnessy.She’s charged with ensuring the vaccine is securely handled and properly prepped before it’s injected.“We don't want to risk wasting any of the drugs,” she said. “The stuff is liquid gold right now.”That liquid gold must be stored at 80 below zero, in a secure location that only a few pharmacists have access to.“We have to take it out of the ultra-low freezer and move it to a refrigerator just to thaw for three hours.”Once thawed, it cannot be re-stored.“You can't put the medication back into the freezer,” said Shaughnessy. “Once inside, you have to use it or you're going to lose it. It's gonna have a five-day refrigerated expiration.”Pfizer’s vaccine protocol also requires the vaccine to be protected from UV light and the dilution must be gently inverted exactly 10 times. Shaken too hard, says Shaughnessy, and it could go bad.“It's very, very specific," she explained.That’s when the clock starts ticking.“Once they're thawed and reconstituted, basically diluted down to make the actual doses, then that's when we have six hours on the clock going from that dilution point into someone's arm,” said Luke Hvass, a clinical pharmacist at Rush.Each dose is recorded and logged. It’s a symphony of procedures that must come together like clockwork.“It's a lift for a lot of hospitals, a lot of organizations, but I think it's a challenge everybody is ready to rise to because everyone is so excited about getting this vaccine process started,” said Shaughnessy.The Department of Health and Human Services has expanded the scope of who can act as vaccinators. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379
