Proposition 21 would have allowed counties to apply rent control to housing more than 15 years old, with the exception of some single-family homes.Single-family homes owned by people with no more than two properties would have been exempt under proposition 21.Those in support say it’s the change needed to combat homelessness and keep people in their homes. (KGTV) -- Gov. Gavin Newsom Monday announced California's plan for how COVID-19 vaccines will be distributed once they receive emergency Food and Drug Administration approval. The state is waiting on three companies that say their trials have shown promising results: Pfizer, Moderna and AstraZeneca.On Monday, Newsom explained that health care workers will be the first in line to get vaccinated, along with people in nursing or assisted living facilities and first responders.The governor said there are three separate committees currently looking at the data presented by the drugmakers, confirming that the vaccines are safe, saying so far they have not had any issues. During Monday's press conference, Newsom said that the state is not handling distribution, instead the drugmaker will distribute directly to the medical facilities or use an independent distributor to transport the vaccines. AstraZeneca reported Monday that its vaccine is up to 90% effective. Last week, Moderna and Pfiszer both applied for emergency FDA authorization after reporting that their trials showed their vaccines to be 95% and 90% effective, respectively. Newsom also discussed how the vaccines will be transported. Pfizer's vaccine requires being stored in extremely freezing temperatures, likely requiring things like dry ice. Moderna's must also be frozen, but can be done in a traditional freezer. The distribution will happen in phases, and Newsom said further phases of distribution will still take time, with mass distribution still months away. 1547

(KGTV) - A baby badger, once lethargic and in need of care, is recovering after treatment at the San Diego Humane Society’s Project Wildlife Center. The Department of Animal Services got a call Thursday about the badger in the Jewel Valley section of Boulevard in East San Diego County. The caller told animal experts the badger had not moved all day. An animal control officer responded to the scene and found the badger to be lethargic. The officer took the animal to the Humane Society facility on Gaines Street in Mission Valley for treatment. Veterinarians are bottle-feeding the badger, which weighs about two pounds, according to animal care expert Lauren DuBois. When the badger reaches adulthood, its diet will consist of small animals including ground squirrels and pocket gophers. DuBois said the badger will possibly be released to Fund for Animals in Ramona. Badgers can be aggressive and require ample space, according to DuBois. By Friday morning, Dan DeSousa, Director of Animal Services reported “the badger is doing well and is feisty.” Badgers, though rarely seen in San Diego, are native to the area, according to wildlife experts. “In my thirty years with Animal Services here in San Diego County, this is the first badger that our Department has ever encountered” said DeSousa. “We are thankful to have Project Wildlife here in our community to provide the needed care for these animals in their time of need.” Anyone who encounters a wild animal in distress can call 619-299-7012 to report the matter. 1532
