SAN DIEGO, Calif. (KGTV) - The gradual reopening of San Diego beaches continues the week of June 8. Parking lots are next on the list to reopen.Starting Monday, June 8, park and water use are open at East and West Mission Bay Parks with no restrictions. Mission Bay parking lots are open. Fiesta Island is open to pedestrians, dogs and cyclists as of June 8 but will not open for cars until July 6.Starting Tuesday, June 9, all San Diego piers and boardwalks are open. Plus, San Diego beach parking lots are open with no restrictions.Friday, June 12, Balboa Park Central Mesa opens, along with Balboa Park parking lots.While beaches are officially open for both active and passive activities, social distancing should still be practiced, meaning people should only sit near people who they live with. Sporting activities like football and volleyball are not allowed on beaches yet.There are nine permanent lifeguard stations in the San Diego Area, including Ocean Beach, South Mission Beach, Mission Beach, North Pacific Beach, Pacific Beach, Children's Pool, La Jolla Cove, La Jolla Shores and Black's Beach. 1117

SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. Gavin Newsom to suspend AB 5.“This is absurd that the governor is allowing an environment where parents have to run the risk for violating AB 5, a state law, facing penalties and fines for doing so, just because they’re trying to help their children learn,” he said.DeMaio said parents who want a tutor for their child during this challenging time might be required to hire them as employees, not independent contractors.He has created an online petition and urges people to sign it before it’s sent to the governor.Assemblywoman Lorena Gonzalez authored AB 5 and sent the following statement to ABC 10News in response to DeMaio’s press conference. 1299

  

SAN DIEGO, Calif. (KGTV) - As COVID-19 cases continue to increase nationwide, the demand for testing grows.CVS Pharmacy has been providing free drive-thru testing sites across San Diego County, but some have reported significant delays in receiving test results.“I thought I would try CVS because they’re popping up all over for free testing and very convenient drive-thru,” said San Diego resident Michelle Naidenoff.“It’s a self-administered test, had the test done, was given a sheet originally it said 2-4 days for results, and then they had crossed it out the time of the testing and said it could be up to 10 days.”Ten days later, Naidenoff still had no answers.“Then, on the 16th day, I called, and I was on hold a couple of times,” she said after being left on hold for too long, she hung up.Five hours later, Naidenoff said her negative test result popped up on the online website.“16 days, I’m thinking it’s basically useless,” she said. “When it comes to slowing the virus down, obviously contact tracing is very important. The fact that they would have such poor quality of care for follow up was alarming.”According to CVS, all patient samples collected through the testing sites are sent to off-site locations. The independent, third-party labs are then responsible for processing and delivering the results, according to CVS. SAN DIEGO - Controversial Heisman Trophy winner Johnny Manziel made an unexpected appearance in San Diego Thursday.Manziel threw passes during the "Pro Day" at the University of San Diego, where NFL scouts gathered to evaluate some Toreros seniors.
