BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

NEW YORK, Jan. 17 (Xinhua) -- A video show about Chinese people made its debut on screens at Times Square on Monday, presenting Americans a multi-dimensional and vivid image of Chinese people.With China's traditional red as the theme color, the 60-second video was shown on six screens simultaneously at Times Square with a billboard written "Experience China" on top of the screens. The show highlights Chinese ordinary people and some important figures recognized by the international community, including Chinese pianist Lang Lang, basketball player Yao Ming and Chinese astronaut Yang Liwei, etc."The layout of the video is quite smart. I like it," Charlotte Mcguckin, 18, a high school student in New York, told Xinhua, adding that "everyone (in the video) looks happy.""Look, that's Yao Ming. I can recognize him, and also the female table tennis player standing beside him. She is very famous, " she said, pointing to the giant screen. "I learned in class that U.S. and China started diplomatic ties from playing the table tennis," she smiled.For Si Yaqin, who came to New York with her son for vacation, watching the debut of the video is a once-in-a-lifetime experience. ISLAMABAD, Dec. 18 (Xinhua) -- China and Pakistan signed a number of trade deals worth about 10 billion U.S. dollars, visiting Chinese Premier Wen Jiabao said here Saturday.Addressing the China-Pakistan Business Cooperation Summit in Islamabad, Wen said the deals reflected the huge potential for expanding bilateral economic and trade cooperation.The two sides inked some 20 trade deals during Wen's visit covering projects in the sectors of new energy, agriculture, cotton yarn and non-ferrous metal imports.Chinese Premier Wen Jiabao speaks during the Pakistan-China Business Cooperation Summit in Islamabad, Pakistan, Dec. 18, 2010. BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. It has attracted about 25,000 participants from governments, businesses, nongovernmental organizations and research institutions in nearly 200 countries.
