SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. SAN DIEGO (KGTV) - The pool for inmate fire crews is shrinking after a bill lessening crimes went into effect in California, according to Cal Fire Public Information Officer Issac Sanchez.A record breaking wet winter led to a superbloom of epic proportions across San Diego County. New growth that will dry out and turn to tinder this summer, according to fire officials."We are poised daily, year round now to fight wildfire," Cal Fire Director Thom Porter said.Cal Fire relying on every resource to lend a hand if necessary.Our sister station in Redding reported last year one particular kind of crew is running low. Easy to see in their orange fire gear, volunteer inmate crews help firefigthers by completing tasks like digging fire breaks.Last year they had a "brown out" where they had to deactivate a crew to keep the others adequately staffed. "From what I understand it is absolutely an impact," Sanchez said referring to AB 109. The law, passed in 2011 lessened crimes for convicts ultimately letting out hundreds.According to our sister station, the humber of inmates at fire camps dropped from 2013 by 11%. Your two favorite tiger cubs are ready for visitors at the San Diego Zoo Safari Park. Friday the zoo released video of the cubs enjoying their new home. The approximately 3-month-old, rescued Bengal tiger cub and his 4-month-old companion, a Sumatran tiger cub are settling in nicely at the Tull Family Tiger Trail. “The two cubs are adjusting really well to their new home,” said Lori Hieber, senior mammal keeper at the San Diego Zoo Safari Park. “They’re doing great. They act like little brothers; they play and cuddle a lot, and they squabble a bit like most brothers, but it’s all natural, healthy behavior.”The Bengal tiger cub was brought to the San Diego Zoo Safari Park on  August 23, 2017, after being confiscated by U.S. Customs and Border Protection officers during a vehicle inspection at the U.S./Mexico port of entry near San Diego. RELATED: Customs and Border Protection agents seize tiger cub at US-Mexico borderHe remains under the jurisdiction of the U.S. Fish and Wildlife Service. They are fully weaned from formula, and now eat an exclusively carnivore diet.As they continue to grow, the Bengal tiger will eventually outweigh the Sumatran tiger by about 200 pounds, given the difference between these two tiger subspecies.“We feel really fortunate to have these two cubs here,” said Hieber. “It was an unusual circumstance for us to acquire them, but we think they’re in the best possible hands, and they’re going to have a wonderful life while they’re here at Tiger Trail.” The cubs will be visible to guests daily from 9 a.m. to 12:15 p.m. They may also be seen occasionally on the Safari Park’s online Tiger Cam.Like all tigers, the critically endangered Sumatran tiger and endangered Bengal tiger subspecies face many challenges in the wild, from loss of habitat to conflicts with humans, but the biggest threat continues to be poaching. Tigers are killed by poachers who illegally sell tiger body parts, mostly for folk remedies. SAN DIEGO (KGTV) -- Time is running out to sign up for the San Diego Promise, a tuition-free college program within the San Diego Community College District. So far more than 1,700 students from 198 California high schools have signed up for the program, which provides tuition and textbook grants for up to two years for first-time, full-time students. The deadline to apply is June 28. Officials with the district say about three times more students have so far signed up compared to last year. “The San Diego Promise offers much more than a financial guarantee,” said Lynn Neault, SDCCD Vice Chancellor of Student Services. “The program’s many wrap-around services result in San Diego Promise students faring better than their non-Promise counterparts academically.”To sign up, students need to complete a fall 2019 admissions application for City, Mesa or Miramar colleges, complete a 2019-2020 FAFSA application and fill out a Promise application. All first-time students are eligible to apply, regardless of financial status, the district says. The program launched in 2016 with 186 students participating. During the 2017-2018 school year, that number increased to 661.
