(KGTV) — San Marcos City Council leaders Tuesday approved a temporary moratorium against evictions during the coronavirus pandemic.Under the measure, landlords will not be able to evict tenants who have experienced personal or business income loss caused by layoffs or loss of hours, or out-of-pocket medical expenses due to the COVID-19. SCOTTSDALE, AZ — Emergency crews have recovered a body after an incident at a Scottsdale aquatic park.Crews were at Eldorado Aquatic Park near Hayden and McDowell road early Monday morning.Scottsdale police say around 12:30 a.m.; an officer was making rounds in the area when he heard what sounded like muffled calls for help.He worked to locate where the calls may be coming from and eventually found them to be coming from a pipe that helps support one of the water slides.Officers were communicating with the victim, said to be a transient, but lost communication with him around 2 a.m.Officials say the man reportedly went up over a tall fence surrounding the park and was up on the slide. He then somehow fell into the pipe structure, where he became trapped.Crews had to dismantle the slide in order to get the victim's body out.He has since been identified as 31-year-old Ryan Kelly. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161

(KGTV) — Cameras caught a thief wreaking havoc at an East County business park, culminating in several destructive acts after he realized he was locked in.Scott Trafton has seen the video countless times, but his emotions have yet to lessen."Aggravating and makes me angry," said Trafton, who owns XP Builders.Just before midnight last Thursday night, a truck is seen driving into a business park on Wheatlands Court. The truck, believed to be a Chevy Silverado, is parked in the dark for more than four hours, before a man emerges and heads toward Trafton's general contractor business. In the video, the man grabs items from the truck bed, before prying open a toolbox in the back. A knife at this side, the man would get away with more than a thousand dollars with of Trafton's tools. "It hurts being a small business. Every penny counts," said Trafton.Trafton is not the only victim. The thief left behind a trail of shattered truck windows and missing items."Basically took whatever wasn't bolted down," said Trafton.When the man went to leave, he was met by a gate, locked by someone who had left earlier. The camera spies him apparently chaining his truck to the fence and pulling forward, but he can't get the fence down."He then came over to another truck and broke a window. He then took a moving blanket to protect his truck and drove to another fence," said Trafton.In the video, you can see the flash of his lights, before his final act."He ran into the fence, spread it wide open and knocked it over," said Trafton.The repair bill will tally some ,000. SAN QUENTIN, Calif. (KGTV) - A serial killer and former Camp Pendleton Marine who was sentenced to the death penalty may have killed himself at San Quentin State Prison Friday, prison officials said.Andrew Urdiales, 54, was found unresponsive during a security check of his cell late Friday night, according to staff members. Correctional officers performed CPR but Urdiales was pronounced dead less than an hour later.An autopsy will be performed but his death is being investigated as a suicide, officials said.RELATED: Serial killer convicted of Southern California murdersAn Orange County jury sentenced Urdiales to death one month ago for the murders of five women in San Diego, Mission Viejo, Palm Springs, and Cathedral City in the 1980s and 90s. Urdiales had been previously convicted of killing three Illinois women in the 1990s.Urdiales’ victim in San Diego, 31-year-old Maryann Wells, was shot in the head in a deserted industrial complex on Second Ave. in downtown San Diego in 1988. Investigators said Urdiales had sex with Wells then took back the he had paid her. Urdiales left behind a condom that eventually provided a DNA link, implicating him in the case.Another death row inmate was found dead Sunday night at San Quentin. Virendra Govin was convicted of killing four people by setting their home on fire in 2004. Govin's death is also being investigated as a suicide.
