SAN DIEGO (KGTV) - Mission Beach residents and tourists could be getting some relief from dockless scooters speeding down the boardwalk as San Diego's summer season approaches.The Mayor's Office is working on an emergency ordinance banning electric scooters, like those used from services such as LimeBike or Bird, from the Mission Beach Boardwalk, from Crystal Pier south to the jetty."Residents have complained about [the] continued reckless use of motorized (electric) scooters along the Mission Beach Boardwalk. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) - Like Pfizer, Moderna, AstraZeneca, and many others, INOVIO Pharmaceuticals has also raced to develop a COVID-19 vaccine this year.“We’ve been working really hard to move our vaccine through the stages of clinical testing. Some things have taken a little bit longer than we hoped. I think that’s kind of always the case when you’re trying to go at great light speed,” said Dr. Kate Broderick, INOVIO Pharmaceuticals Senior VP of Research & Development based in San Diego.Broderick said with funding from the U.S. Department of Defense, the biotech company started its Phase 2 clinical trial evaluating its DNA vaccine candidate, INO-4800.The first U.S. participants received a dose of the experimental vaccine earlier this month. Approximately 400 adults in the U.S. are expected to be enrolled in the trial by the end of the month.“We hope that in the early part of 2021, we’ll be going into a really large Phase 3 trial where we’re asking the question does our vaccine protect against the disease itself,” she said.Broderick said the company hopes to enroll about 6,000 participants initially in its Phase 3 trial once they get the green light to begin.A press release from the company last week stated that “The Phase 3 segment of the INNOVATE remains on partial clinical hold until INOVIO satisfactorily resolves the FDA’s remaining questions related to the CELLECTRA 2000 device that will be used to deliver INO-4800 into the cells of the skin.”Earlier data released from Pfizer and Moderna’s studies showing high vaccine efficacy was positive news for INOVIO.“We feel that we’re in a really good place. There’s eight billion people on the planet, and we’re certainly going to need quite a few different types of vaccines to ensure everybody is protected,” she said. “The Moderna and Pfizer vaccines are RNA vaccines; ours is DNA vaccine”Broderick said one significant benefit of INOVIO’S DNA vaccine candidate is it doesn’t have to be stored in low-temperature freezers, making it easier to ship out worldwide if approved.“In fact, we can keep it at room temperature, sitting on a desk somewhere for a year with no impact,” she said.INOVIO is projecting to have 100 million doses of its vaccine ready in 2021.“With these vaccines being approved, there is definitely an end in sight, but don’t let your guard down too fast,” she said. “Unfortunately, until everyone in the country gets vaccinated, we will still have to adhere to those kinds of annoying things, wearing masks, socially distancing.
