SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079

SAN DIEGO (KGTV) — President Trump wants to restart the U.S. economy by April 12, but multiple economists, governors and health officials are expressing skepticism about that date amid efforts to flatten the curve of coronavirus infections.Still, the longer the shutdown lasts, the harder it will be for businesses to get up and running, economists say. Alan Gin, an economist at the University of San Diego, said if this lasts through April, it should be survivable for many businesses. However, anything beyond that could render reopening less likely."Some businesses are not going to be able to hang on, even with the help that is coming from the federal government, so they will end up closing for good," Gin said. San Diego's economy is hurting as thousands of restaurant, retail and hotel workers are laid off amid the coronavirus restrictions. Meanwhile, the people who are working from home have very few places to spend their money. Jessie Medina, who opened the Femx Quarter co-working and event center in Mission Hills in November, said her business is out ,000 and she had to put two new hires on hold. "We were getting traction, growing, and all of a sudden it's like, stop," she said. "I really want our doors to open, I don't know how much longer businesses that have these liabilities every month can stay open if they're not making money."Medina said she is trying to do her part by taking out from locally owned restaurants and buying from local sellers, but with her very limited income, she can only do so much. The Workforce Partnership reported Friday that more than 13,000 San Diego workers have been laid off, furloughed or seen their hours cut. SAN DIEGO (KGTV) — One person has been arrested Friday in connection with two threatening notes targeting La Jolla High School found off-campus.It's not clear whether the person was a student of the school.In a letter to parents Thursday, La Jolla High Principal Charles Podhorsky alerted the community of the notes that made mention to Oct. 31 and Dec. 10.RELATED: Point Loma Nazarene University classes canceled due to FBI investigation into possible threatPodhorsky alerted parents to the arrest Friday, and noted, "In an abundance of caution, we still plan to have additional officers on campus on these dates."It wasn't confirmed where the notes were found in the community, but students told 10News one of the notes were found at a nearby 7-Eleven location.Podhorsky also reminded parents to talk with their children regarding the notes and “If you see something, say something.”Any suspicious activity can be reported to either the Students Speak Out/Crime Stoppers hotline at 619-275-8240 or to San Diego Police at 619-531-2000. 1094
