We are already running at full capacity to ensure fuel supply," Mao Jiaxiang, vice-president of Sinopec Economics & Development Research Institute, told China Daily Tuesday.Sinopec is Asia's top refiner, feeding the bulk of fuel consumption in China. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. The company imported 60,000 tons of gasoline in September and sold it at a lower price.Gasoline retailers raised prices by 2.92 percent in the first nine months after crude costs climbed, the NDRC said in a statement on its website on Monday.However, the NDRC said last month that energy prices will not be raised "in principle" this year after the consumer price index (CPI) hit a 10-year high of 6.5 percent in August."As global crude prices and the CPI stay at high levels, it is possible for the authorities to seek a compromise by not raising fuel prices but giving subsidies to major refiners at the end of the year," said Niu Li, an economist with the State Information Center affiliated to the NDRC.

"The Chinese Government has not turned a blind eye or tried to cover up. "It is even more unacceptable for some to launch groundless smear attacks on China at the excuse of food and drug safety problems," it said. Echoing the Beijing government's complaints about US media reports, the embassy said food safety concerns were not unique to China, 99.2 percent of whose food exports to the United States in 2006 met quality standards. Problematic US imports from China -- including toxic ingredients mixed into pet food and recalls of toy trains and toothpaste -- were isolated cases and "hardly avoidable" amid huge and rapidly growing bilateral trade, the statement said. "It is unfair and irresponsible for the US media to single China out, play up China's food safety problems and mislead the US consumers," it added. Appealing for strengthened cooperation between Chinese and US food inspection authorities, the statement urged Americans to "respect science and treat China's food and drug exports fairly."

BEIJING - China's quality control watchdog has rejected a Hong Kong media report which alleged the mainland had exported hairy crabs containing carcinogens to Taiwan, confirming that the mainland had not exported any hairy crabs to Taiwan so far this year."The mainland's quarantine authorities have not approved the exports as the two sides are still in talks about quarantine standards," said a spokesman with the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ ).Hairy crabs, mainly bred in East China's Jiangsu Province, have become a popular autumn delicacy in the mainland and have sold well in Taiwan, Hong Kong, Singapore, Japan and the United States.But in August the Taiwan authorities published new standards requiring the crabs to contain no detectable drug residues, despite an agreement met with the mainland in July."The new standards are too picky and have no scientific grounds, nor do they comply with the WTO rules," said the GAQSIQ spokesman."We have noticed that a group in Taiwan is trying to discredit mainland food products. Such politically driven acts will harm normal trade across the Taiwan Strait," said Li Weiyi, spokesman for the Taiwan Affairs Office of the State Council earlier this week.Official figures show more than 99 percent of the Chinese foods exported to the United States, the European Union and Japan were up to standard in the first half of the year.China's number one hairy crab exporter, Wuzhong District of Suzhou City, Jiangsu Province, sold 1,800 tons of hairy crabs abroad over the last two years.

  

GUANGZHOU: Doctors in this city have developed a new birth control surgery for men that could be made available to the public starting next year.The method involves making a small incision along the testicle. Doctors then place a tiny tube, about the size of a match, into the opening.The tube functions as a filter that blocks sperm, Wu Weixiong, the director of Guangzhou Family Planning Technology Center, said.The surgery has already been patented, and the health department will promote it as soon as it is approved by the National Food and Drug Administration, Zhu Jiaming, the vice-president of the Guangzhou Sexology Association, said.He expects approval to be granted by next year."The success rate for this form of birth control is 97 percent," he said.The tube can be removed without negatively affecting a man's sexual health, he said.Wu said the operation takes just 10 minutes. However, it is very difficult and requires highly skilled doctors.He said only a few hospitals have the staff and facilities necessary to carry out the procedure. However, training courses will soon be made available to local doctors.Wu said he believed enough facilities and manpower would be available to handle the demand for such operations by the time the procedure is officially approved."The success rate of the operation is almost 100 percent," Duan Jianhua, an official of Guangzhou population and family planning commission, said.Research on the operation started four years ago in Beijing. It was led by the science and technology institute of the National Population and Family Planning Commission and Guangzhou family planning science and technology institute.Wu said the technique was developed through more than 1,600 clinical trials all over the country. More than 500 men in Qingyuan, a city in Guangdong Province, have already had the operation. All the trials were successful and none of the subjects has experienced any side effects.Zhu Jiaming said the operation costs just a few thousand yuan, which is affordable for most people in China."When the technique is available, couples will have one more option for birth control, and married women do not have to install an intrauterine device (IUD) anymore," Zhu said.The public seems ready."I welcome this technique. It makes me feel women are more respected by society than before," Liu Jun, a woman in Guangzhou, said.A survey by the Guangzhou-based New Express Daily found that about 60 percent of Guangzhou residents welcomed the surgery and supported its promotion.

Based on the accounts of six veterans, she identified a site in Nanjing, where more than 1,000 Chinese were killed during the massacre.According to her findings, the victims were led to Taipingmen in east Nanjing on Dec, 13 1937, and bayoneted, shot or forced to step on land mines.To make sure everyone was dead, the Japanese soldiers made a thorough search the next day and bayoneted those who still breathing, Tamaki said."This is a new finding," said Zhu Chengshan, curator of the Memorial Hall of the Victims in the Nanjing Massacre, noting that more than 20 sites, most by the Yangtze River, have been recognized as massacre sites.Zhu said he would erect a memorial monument at the Taipingmen site.Invading Japanese troops occupied Nanjing on December 13, 1937, and launched a six-week massacre. Chinese records show more than 300,000 people, not only disarmed soldiers but also civilians, were killed.Japanese college student Hitomi Fukugawa, 21, visiting China for the first time, said she was astonished at survivors' stories.
