SAN DIEGO (KGTV) — Squatters turned a remodeled home in the College Area into a drug den, days after it was listed on as a vacation rental.Two weeks ago, John, who asked us not to use his full name, listed his four-bedroom home on the site VRBO, complete with new mattresses, comforters, and sheets. Also on the beds were crack pipes and other drug paraphernalia. Burn marks adorned three of the beds. John and his girlfriend had spent more than a week making the place perfect. "Just sad. She was crying out the break-in. Upsetting considering how hard we worked and how much money we spent," said John.John isn't sure how the intruders got past the locked doors. But once inside, it's clear they made themselves comfortable, using John's tools and toiletries, and eating food meant for future guests. When police showed up, the burglar had disappeared. John is now planning major upgrades in security.John still plans to list his home on vacation rental sites, but it will cost him. SAN DIEGO (KGTV) - Some parents at a San Diego Unified School District campus are asking district officials for help with challenges they say are brought on by new, later start times.This fall, three schools implemented SDUSD's "Healthy Start Times" program, beginning classes at 8:35 a.m. The District has cited multiple studies that show later start times have positive effects on the health and academic performances of students.RELATED: Three San Diego schools to switch to later start times in 2019But some parents say the District isn't doing enough to help families who still have to drop their students off at school before 8 am, so the parents can get to work on time.Angel Caturay is one of those parents. He drops his son, Angel Miles, off at the San Diego School for Creative and Performing Arts at 7:30 a.m. each morning. Angel Miles then has to wait outside of the school's locked gates until 8 am.10News went by the school at 7:40 a.m. on Thursday morning and found more than two dozen other students also waiting. Some said they had been there since 7 am. Aside from one parking lot attendant, there was no adult supervision.The gates at SCPA don't open until 8 a.m. School begins at 8:35 a.m."Who's responsible?" Caturay asks. "When you drop your kids off, you feel the school should be responsible while they're here at school."In a statement, a district spokesperson told 10News that, "Students left without supervision is a safety risk... the principal has been working with parents to help them identify solutions."Caturay wants to know if the library, cafeteria or classroom could be opened for students to wait in. His son says it's challenging to use that time for homework."There's a lot of groups just sitting down and talking," says Angel Miles. "There are no tables. You're bending your back over, and that can get uncomfortable."The District addressed the issue in a letter to parents last year. Part of it reads, "just because some parents may be unable to provide healthy sleep hours for their teens does not mean that school district policy should prevent all of their teen students from getting the amount of sleep doctors say they need to be healthy and safe."The District plans to have every high school go to the later start times by next fall. Meanwhile, the California Legislature recently passed SB 328. The new law will require all middle and high schools in the state to start later in the day. It specifies start times no earlier than 8 am for middle schools, and 8:30 a.m. for high schools.Governor Newsom has not signed the bill yet, and it wouldn't go into effect until 2022. When he emailed the principal at SCPA, he was told about the District's bus program. District files show that costs 0 per year for the first student, 0 for the second. "It would be nice if they could open up the library," he says. "At least they (the students) could get some work done, study work ahead of time. SAN DIEGO (KGTV) — Schools across San Diego County can reopen for in-person learning if they choose to on Tuesday, Sept. 1, as long as our COVID-19 case rate stays low enough through Sunday, Aug. 31.The county will be providing free testing for all school employees, which is strongly recommended by the California Department of Public Health.“What we’re going to be doing is making testing available at over 20 County-coordinated sites,” said Supervisor Nathan Fletcher. “In addition to that, we’re working with the San Diego Office of Education to open additional testing sites regionally that will be dedicated to school staff.”County officials say testing for asymptomatic children is discouraged, but if parents feel the need to have their children tested, they should consult with their pediatrician.Eight to ten school districts plan to reopen within the next two weeks to one month, according to Dr. Paul Gothold, San Diego County Office of Education Superintendent.“If there’s 5% of positive cases identified in one school, then the entire school would need to shut down,” said Gothold.More than 100 schools, mostly private, applied for waivers to reopen for in-person learning. The county stopped accepting the waivers this week since all schools can likely reopen soon.“I feel confident that we’re ready to reopen,” said Holly McClurg, Superintended of the Del Mar Union School District. The district’s waiver was approved, McClurg said district officials have been working with experts, physicians, and parents for months to develop a safe reopening plan.She said students and teachers at the district’s eight schools were split into two groups. Superintendent Dr. Carmen Garcia sent ABC 10News a statement saying in part, “Our Governing Board will be approving our return to in-person instruction at our upcoming September board meeting.”Poway Unified will also start virtually on Sept. 2, but parents received a letter from the superintendent which read in part, “Even with this shorter, revised reopening timeline, we have no way of knowing for certain whether San Diego County will be able go 14 straight days staying off the monitoring list. The Neighborhood Watch Block Captain is tired of seeing the same problems on repeat at the library. "Cleanliness an issue, hygiene, I would not let my kid run around barefoot here," Allen said.MAP: Track crime happening in your neighborhoodMost recently she saw the swing sets being used as a clothesline. "I've seen a lot, but when I saw that it was a slap in the face," Allen added.And another slap in the face she says, a new library policy enacted last year.
