San Diego (KGTV) -- County leaders are taking steps to provide more access to coronavirus testing to some of the local communities hit hardest by the pandemic.The new outreach program will begin with a free new testing site at the Mexican Consulate at 1549 India St. starting at 8 a.m. Monday and will run until 3:30 p.m.No appointments are needed.The County of San Diego has been trying to expand testing and outreach in the Latino community, which has been the hardest hit by the coronavirus.Of the more than 42,000 confirmed cases in the county, Latinos account for 63% of that total.County and community leaders say the Consulate’s opening as a testing location will provide an accessible, safe way for San Diego’s Mexican and Latino communities to receive COVID-19 testing.The additional testing locations coming online in the coming weeks will function on a 14-day rotation. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) -- California Highway Patrol has identified the man who died after slamming into a tree on the Sea World Drive on-ramp Saturday. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. The medical examiner’s toxicology report in pending, CHP says. Arnell was the only one inside the vehicle at the time of the crash. 618
