SAN MARCOS, Calif. (KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold.The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence.On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. There is no need for this particular tactic.”He added that originally the restraint was to be a last resort tactic, but has gradually become a common move during arrests.Palomar Community College District Interim Superintendent and President Dr. Jack Kahn applauded the move, saying, "Palomar College is committed to training professionals, including police officers, who will serve and build up the community. SAN YSIDRO, Calif. (KGTV) - Police are trying to determine if the gun in the officer-involved shooting was registered to the shooter.Around 1:30 Wednesday, police were called to a mobile home park in San Ysidro after getting reports of a man carrying a large gun. When they arrived, they ordered the man on the ground, and when he didn’t get down or put his gun down, they shot him several times.RELATED: San Diego Police shoot man in San Ysidro RV park10News was back on the scene today where neighbors told stories of what happened.One woman said she saw the man with the gun on his shoulder. She said he was saying he had already shot his woman. No women were injured in the incident.Before police killed him, he shot an RV with five children inside leaving bullet holes on the front. Neighbors say luckily no one was killed. One neighbor reported getting under her table during the gunfire. The name of the man police shot and killed hasn’t been released. 10News talked to his sons today. One of them said they didn’t want to talk about their dad, but that their mom was doing okay and they are not mad at police for shooting their father. Police say they’re working with ATF agents to trace the gun which is a lengthy process. 1239
Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050
SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Levin.SONGS’ operator, Southern California Edison, sent 10News the following statement: “Southern California Edison welcomes the congressmen’s efforts to develop solutions to the issues of transportation and long-term storage of spent nuclear fuel. SCE has been safely storing spent nuclear fuel on site at SONGS for nearly 50 years. We will continue to store spent nuclear fuel here safely until it is moved off site to a federally licensed facility.”“It should be important to you and certainly to your children and grandchildren,” said Rep. (AP) — Orange County’s new interim health officer says he will lift a requirement that residents wear face coverings in public and instead recommend they do so to help reduce the spread of the coronavirus. The change comes three days after the previous health officer abruptly resigned following threats she received over her order requiring masks as the county allowed more businesses to reopen. Residents have railed against the requirement at public meetings. Los Angeles and San Diego counties have similar requirements.
