SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. A city spokesperson tells 10News the break was on a fire service line, the pipe connecting a fire hydrant to a water main. They also said no one is without water, and that the break would be repaired the same day. SAN DIEGO (KGTV) -- Emily Lake opened Sisters Pizza in Hillcrest last summer to honor her sister Kate, who passed away at an age too young.Her restaurant features a wall of framed pictures of sisters and people who are like sisters - many who have become regulars at the neighborhood eatery. "People have contributed pictures of them and their sisters, them and their friends, and it's not just women. It's anybody who has a close relationship," Lake says. Lake says business had been going even better than expected, until the coronavirus outbreak. Now, her restaurant and those across the county have been reduced to takeout and delivery. "Being any sort of small business owner, and such a brand new one too, we're just navigating scary waters and doing the best we can," says Lake, who owns the restaurant with her husband Trevor. Lake estimates that 60 to 70 percent of their revenue is gone forever. That's because standard insurance policies do not cover loss of business for viruses and bacteria. "I thought that it would be a force majeure or considered an Act of God, and unfortunately it is not," Lake says. "Even in our catastrophe insurance, which would cover earthquake or other natural disasters, this pandemic is not included."But those in the insurance industry say it's an uncertain situation. That's because businesses aren't contracting or closing because they themselves have become infected. Instead, they are doing so because the government is telling them to. One San Diego insurance broker told 10News businesses should make a claim regardless. If it's denied, so be it. Lake said she'd look into that option."At this point we'll pull out all the stops in order to stay in business," Lake said. Meanwhile, California's Department of Insurance is advising all business owners to contact their insurance companies to go over options. SAN DIEGO (KGTV) -- Dozens of businesses shut down Friday after a series of water main breaks severely damaged their buildings. RELATED: Sinkhole reported on Interstate 8 in Mission Valley areaBird Rock Coffee Roasters put the brewing on hold when water came rushing in. "All of a sudden the water started spewing up from the middle of the street," said Co-owner Jeff Taylor. "We had six or eight inches probably busting up against the windows, it started seeping up here underneath the doors actually."One of four water main breaks on Thursday was just outside their coffee shop in Morena. Taylor estimates about ,000 worth of damage. He says his crew acted quickly and kept it from getting worse. "We had sandbags blocking off the inside of the windows to keep water from coming in, it still came in, but I think he saved a lot of product and damage to the store by his efforts."The breaks in Morena flooded business and left about 60 customers without water. Another break on 1-8 left drivers stranded for hours after a sinkhole opened up on the asphalt. Overall, not a great day for a lot of people. "Oh, and by the way, somebody hit my car yesterday, so it was a fun day yesterday," said Taylor. He even started damage control by calling contractors and insurance companies before finding out the city would help him. Now, they're working on drying up so they can start roasting again. "It really is just life, what are you gonna do. There's nothing to be upset about," Taylor said. "Really you just take it one by one, you deal with it you answer the questions you solve the problems, and you move on to the next one."Taylor said he hopes to be back open brewing coffee on Monday. 1764
