SAN DIEGO (KGTV) - The City of San Diego said Friday Lime Bike, Bird, Skip Scooters and Lyft had violated its terms of operation in regards to geofencing and other scooter operating restrictions. Geofencing forces riders to slow down to 8 miles per hour in busy areas “like Balboa Park and our boardwalks,” San Diego Mayor Kevin Faulconer wrote on Twitter. Bird had violations in nine different San Diego locations on July 13 and 14. Lyft and Lime Bike had violations in seven areas during that time, city officials said. The mayor proposed last fall to require geofencing at nine locations:Boardwalks in Mission Beach, Pacific Beach and La Jolla beach areasDowntown EmbarcaderoPromenade behind the San Diego Convention CenterMartin Luther King Jr. Promenade DowntownBalboa ParkNTC ParkMission Bay Park“SD’s new scooter regulations are in place and we’re serious when it comes to enforcing rules that keep operators honest and users safe,” Faulconer posted. “We’re holding scooter companies accountable and bad actors will no longer be allowed to do business in San Diego.” RELATED: Amid safety concerns, San Diego mayor wants geofencing to slow down dockless scootersThe companies were ordered to comply with geofencing rules by July 29 or cease operations in San Diego. 1279

SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. On Election Day, the office will be open from 7 a.m. to 8 p.m. The office will also be open from 8 a.m. to 5 p.m. on Saturday, February 29 and Sunday, March 1. SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty. At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. SAN DIEGO (KGTV) - The homeless population in San Diego County has decreased over the last year, according to a San Diego task force.  Every year, the county conducts a tally of how many people are homeless on a single night in January. This year’s count, done on January 26, was coordinated by the Regional Task Force on the Homeless. The task force says the number of homeless throughout the county has decreased six percent to 8,576. However, the number of homeless veterans went up to 1,300 - a 24 percent increase. Supervisor Ron Roberts, the Homeless Task Force Chairman, says permanent housing still needs to be a priority. “Seeing the overall number decline was a positive reversal, but there are far too many swings in data to declare a trend or to not see other areas where we need to increase our focus,” said San Diego County Supervisor Ron Roberts, who chairs the RTFH. “We continue to face many challenges, highlighted by a lack of new housing, a condition that squeezes hardest those with the fewest resources."RELATED: Volunteers count number of homeless living in San DiegoThe numbers from the federally-mandated Point-in-Time Count (PITC) show the number of sheltered and unsheltered homeless people in each of the county’s 18 cities, as well as in unincorporated areas. The County will present the full report, with a more in-depth analysis of the data, to the task force at 3 p.m.The PITC is meant to help communities and policymakers understand their regions’ most current challenges and areas with the most pressing need for limited funding. 1594
