Florida Secretary of State Ken Detzner announced that archeological investigations found a 7,000-year-old Native American ancestral burial site in the Gulf of Mexico near Venice, Florida.“The Florida Department of State takes our responsibility for the preservation, respectful treatment and security of this rare and unique site very seriously,” said Secretary Detzner. “Our dedicated team of underwater archaeologists has done an incredible job of documenting and researching the Manasota Key Offshore archaeological site, and I am extremely proud of the work. Florida wasn't alone. South Carolina and Louisiana were also unsure. As a result, Congress had to step in and resolve the issue with Rutherford B. Hayes eventually becoming President. Most Americans know Florida because of the issues in 2000. With another presidential election hanging in the balance, Al Gore and George W. Bush battled for votes during a 36-day recount. Palm Beach County's butterfly ballot, with confusing placement of names for some voters, likely resulted in 2,800 votes for Pat Buchanan instead of Gore. "Hanging Chads" in the state became a household phrase nationwide to describe ballots with paper fragments still hanging from them. Ballots that year were hole punch style for many voters. Like in 2000 and 2016, Florida has long been an important state for nominees to win. It has helped choose the winning presidential candidate every election since 1992.RECENT ISSUESIssues in Florida's Elections have continued in recent years. Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Additionally, Levin has introduced legislation to authorize 0 million a year for five years through the Border Water Infrastructure Fund. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons. Meanwhile, Davis introduced a resolution that encourages the Department of the Navy to take a leading role in the mitigation of cross-border spills that impact national security. A spokesman for Rep. Florida Panhandle officials are trying to figure out how to resume classes after Hurricane Michael damaged or destroyed many schools last week.Schools in at least eight counties -- Washington, Liberty, Jackson, Gulf, Gadsden, Franklin, Calhoun and Bay -- will remain closed until further notice, the office of Gov. Rick Scott said Monday in a news release.The challenge is especially daunting in Bay County."I would say every single school in Bay County has some type of damage, some more extensive than others," said Steve Moss, vice chairman of Bay District School Board. "Some it'll probably take weeks or months to get online. Some it will take years."The only thing left of some of our schools ... is the foundation."Moss said he and his colleagues are working to come up with a plan to get thousands of students back in the classroom as soon as possible."We basically have 26,000 students here in Bay County," he said. "They still need educational services. They still need to learn."High school seniors have been told they will be able to graduate, Moss said. Younger students won't be held back from the next grade."Now, to be able to do that, they have to been in a classroom setting," according to state law, Moss said, with the wreckage of Jinks Middle School's gymnasium in Panama City, Florida, behind him.It was just renovated last month, with a new floor and lighting, Moss said.
