CHULA VISTA, Calif. (KGTV) - A Fiscal Crisis and Management Assistance Team [FCMAT] is in place to review financial decisions in the Sweetwater Union High School District amid a severe budget shortfall. Michael Fine of FCMAT said Tuesday his team is investigating the district’s spending. The team is currently reviewing documents and will be in the county later this month to interview personnel within the district, Fine said.The Sweetwater Union High School District is about million in debt for the 2018-2019 school year due to fiscal mismanagement. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. RELATED: Financial failures rouse growing concerns in Sweetwater Union High School District board meeting School board members took steps to remedy the crisis, including an early retirement plan for more than 300 staff members, along with administrative layoffs. In early March, the board approved a Fiscal Stabilization Plan in a 5-0 vote, saying it would shave some million from the current school year’s budget shortfall. In December, the San Diego County Office of Education appointed a financial advisor with the power to stay and rescind any financial decisions made by district officials. 1343

CHULA VISTA, Calif. (KGTV) - One man is dead after a fight erupted at a South Bay gas station Monday night.Police said two men began arguing outside the AM/PM gas station at 765 E Street just after 8 p.m. Police responded to find one man unresponsive on the ground. The victim was taken to Scripps Hospital in Chula Vista, where he was pronounced dead.Chula Vista police reviewed surveillance footage from the gas station, which showed the victim sitting on a curb asking customers for money at the gas station.The suspect, later identified as 64-year-old Carl Keele, walked up and was confronted by the victim, according to police. The two men appeared to argue before the victim stood up and attempted to punch Keele.The two began to throw punches and kicks at one another until the victim collapsed. Keele then walked off camera and left the scene, police said.Police said the victim could be seen breathing while laying on the ground. Witnesses told police they thought the victim was joking around after he fell.Police later located Keele and took him into custody. Keele told officers the victim asked him for as he approached the AM/PM. He told him no and the victim called him a racial slur, according to Keele.Keele said he told others not to give the victim money and the man became angry and started swinging at him. Police said Keele defended himself by throwing punches in return until the victim collapsed.Police said based on witness statements and Keele's statement, they do not see any grounds to charge Keele.The victim's name is not being released pending family notification.CVPD is still investigating the incident. La Bella Pizza Garden is one such mom and pop shop.10News anchor Kimberly Hunt stopped by this 1950s pizza parlor, now run by Tony Raso.“I used to roll pizza and make meatballs in the 70s”, says Raso.Raso proudly displays photos of his mother and father, who opened the restaurant almost 60 years ago.“That's his delivery vehicle in the 50s. Raso’s son Michael works alongside his father. He will eventually take over the business. He says their customers are family too. “When I'm working up front, they come in and say my grandparents came here, we come here, our kids come here, You can't stop that, you've got to keep it going," said Michael Raso. CHULA VISTA, Calif. (KGTV) -- Chula Vista firefighters quickly put out a fire that started Sunday night near the Teresina Apartments on Santa Cora Avenue. Fire department officials say the call came in at about 9:20 p.m. when a person who lives at the apartments heard noises coming from outside their window. The person who reported the fire told firefighters they saw two kids setting the fire and recording themselves on their cell phones. The witness yelled at them and the kids ran away. The fire burned several trees and got dangerously close to the apartments, forcing the evacuation of one of the buildings. Witnesses tried to use a fire extinguisher to put out the flames while fire crews arrived. A 16-year-old was transported to the hospital for inhaling some of that substance. Chula Vista Fire officials say the incident is possibly related to another fire that broke out on Santa Cora near the same apartments on October 25th. Police are still looking for the two kids responsible, no description was immediately available.  1096

  

CHULA VISTA, Calif. (KGTV) - A Chula Vista woman says an attempted purse snatching at her front door led to her being dragged into the street.Around 8:40 p.m. Tuesday on Kelso Court, surveillance video shows a vehicle stopping in the middle of the cul-de-sac. A person appears to gets out on the passenger side and linger near the car.At the same time and feet away, Shaun McMahon was in her car, parked in her driveway. When she got out of the car, she was carrying a bag, food items and her purse."When I got to my front door, I noticed in my right peripheral vision, a person was there," said McMahon.Her cameras captured a still image of the moment. She says a lean, dark-haired man, possibly in his 20s, grabbed at her purse."Held down on my purse, but it swung around because he pulled so hard," said McMahon.Everything else she was holding went flying, but she held fast to her purse."Dragging me towards my grass ... I hung on for dear life. I was yelling 'Let go!'" said McMahon. "It was instinct. I wasn't letting go. This was somebody violating me, stealing from me. I had to fight back."McMahon says she was dragged some 75 feet - across her lawn and into the street - as she continued to scream. With the purse coming apart, the man finally let go, and jumped in the parked car, which then took off.McMahon was left with a swollen ankle, a bruised back and a lot of questions. Among them: why was she targeted in an apparent drive-by purse snatching in front of her home? Police say this appears to be an isolated incident.McMahon plans to buy a new camera system and pepper spray."I never thought I should be concerned walking into my home.
