San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. Family members have set up a GoFund Me account to help with his medical expenses. 1160

SAN DIGEO (KGTV) - The number of calls to San Diego County’s Child Abuse Hotline has dropped by more than half since schools across the region closed to prevent the spread of the coronavirus disease.County data provided to 10News shows a more than 50 percent decrease in calls regarding allegations of child abuse or neglect.According to the county, for the week of March 9 to 15, there were 1,859 calls. A week later, when schools closed beginning March 16 to 22, there were only 863 calls.RELATED: Multiple San Diego nursing homes dealing with coronavirus cases“In normal times, I would be thrilled, but this isn’t a good news story,” said Sheila Boxley, who’s the president of the Child Abuse Prevention Center. “This is something of grave concern because we know that children are now not in school, they are not in childcare. They are not in places where there are other adults who can see them and know how they are doing.” 937

SAN DIEGO (KGTV)- Business owners across San Diego County were bracing for the possibility of shifting back into the most restrictive purple tier Tuesday. The county barely avoided the move and can stay in the red tier for now.“The up and down is very difficult to run any business without having any known information about what the future brings,” said Scott Lutwak, CEO of Fit Athletic Club, which has five locations in the county. “It’s been just a rollercoaster of open and close again.”If the county had to move back into the purple tier, gyms and fitness centers would have to go back to outdoor operations only.“It’s not easy to just move all the equipment that you had inside and move it into your parking lot and create a gym,” he said.Under the red tier, they can operate inside at 10 percent capacity. Lutwak said that’s still just not enough.“This number has been a very difficult number for our industry to digest because we simply cannot operate at 10 percent of our capacity.”Restaurants were also set to move back outside if we hit the purple tier. Under the red, they can offer indoor dining at 25 percent capacity.“There’s no clear path to 100 percent, there’s no plan to get us back open, and that’s really shocking to us,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop. She said her East Village business would not survive another shutdown.Weber said California’s color-coded tier system makes things more difficult for already struggling business owners, as they’re constantly worrying about what could happen next.“We need to fix this, we’re just going to be on this seesaw,” she said. While San Diego County teeters between the red and purple tiers with no orange or yellow in sight yet, both Lutwak and Weber hope county leaders and health officials can take back local control.“If we use the governor’s formula, our businesses are basically never going to be able to reopen,” said Lutwak. 1943

SAN FRANCISCO (AP) — Google announced Wednesday it has achieved a breakthrough in quantum computing, saying it has developed an experimental processor that took just minutes to complete a calculation that would take the world's best supercomputer thousands of years. The feat could open the door someday to machines so blazingly fast that they could revolutionize such tasks as finding new medicines, developing vastly smarter artificial intelligence systems and, most ominously, cracking the encryption that protects some of the world's most closely guarded secrets.Such practical uses are still probably decades away, scientists said. But the latest findings, published in the scientific journal Nature, show that "quantum speedup is achievable in a real-world system and is not precluded by any hidden physical laws," the researchers wrote.RELATED: Google Maps will now allow drivers to report hazards, slowdowns and speed trapsBig tech companies including Microsoft, IBM and Intel are avidly pursuing quantum computing, a new and somewhat bewildering technology for vastly sped-up information processing. While conventional computing relies on bits, or pieces of data that bear either a one or zero, quantum computing employs quantum bits, or qubits, that contain values of one and zero simultaneously. But quantum computing requires placing the fragile and volatile qubits in colder-than-outer-space-refrigerators to control them.Google's quantum processor looks like an upside-down garbage can, out of which comes a series of tubes used to conduct signals to a chip. The whole thing is stored in a cool chamber to protect the chip.RELATED: Google unveils new Pixel 4 smartphone, Pixel BudsGoogle said that its quantum processor, called Sycamore, finished a calculation in 3 minutes, 20 seconds — and that it would take the world's fastest supercomputer 10,000 years to do the same thing. The calculation was a random sampling problem, similar to looking at the various combinations that could come from dice or a gambling machine. It has little practical value, other than to test how well the processor works."The more interesting milestone will be a useful application," said Chris Monroe, a University of Maryland physicist who is also the founder of quantum startup IonQ.Google's findings, however, faced pushback from other industry researchers. A version of Google's paper leaked online last month.IBM took issue with Google's claim that it had achieved "quantum supremacy," or the point when a quantum computer can perform a calculation that a traditional computer can't complete within its lifetime.IBM researchers said that its IBM-developed supercomputer, called Summit, could actually do the calculation in 2.5 days.Google disputed IBM's claims.Whether or not Google achieved "quantum supremacy," the research suggests the field is maturing."The quantum supremacy milestone allegedly achieved by Google is a pivotal step in the quest for practical quantum computers," John Preskill, the Caltech professor who coined the term "quantum supremacy," wrote in a column after the paper was leaked. It means quantum computing research can enter a new stage, he wrote, though a significant effect on society "may still be decades away."One feared outcome — though experts said it is a long way off — is a computer powerful enough to break today's best cryptography.Quantum computers might also one day lead to the development of better artificial intelligence systems to guide financial portfolios, crop yields or transportation routes. The promise of such applications has attracted interest from the U.S., China and other governments. President Donald Trump last year signed a measure to spend more than .2 billion over five years for quantum research across the federal government. 3797

SAN DIEGO, Calif (KGTV) -- Saint Paul's Episcopal Cathedral opened their doors, on Wednesday night, to people of any faith to honor the victims of the New Zealand terror attack. The church's leaders invited Muslims to join them so both faiths could learn about each other and the way that they worship. The night started with a moment of silence, then dinner followed by prayer and a question and answer session. Muslims who attended the ceremony say the amount of support their community has received has been overwhelming, but not surprising.Fifty people were killed March 15th when a gunman entered a mosque in New Zealand and opened fire. 651
