VISTA, Calif. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. WASHINGTON — The number of laid-off Americans applying for unemployment benefits fell to roughly 880,000 last week, a sign of possible improvement but evidence that the viral pandemic keeps forcing many businesses to slash jobs. WASHINGTON (AP) — A Justice Department investigation finds that Yale University is illegally discriminating against Asian American and white applicants, in violation of federal civil rights law. Yale denies the allegation, calling it “meritless” and “hasty.” The findings were detailed in a letter to the college’s attorneys Thursday. The letter was obtained by the Associated Press. It marks the latest action by the Trump administration aimed at rooting out discrimination in the college application process. WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. "I can get out 50 million payments immediately," Mnuchin added. VISTA, Calif. (KGTV) - A backyard workshop in Vista caught fire Sunday afternoon, according to Vista Fire officials. Neighbors said they saw thick black smoke towering into the sky and heard almost a dozen explosions.Neighbor John Ploetz said it sounded, "like a bomb, people up the street heard it.""It takes a minute you know, your brain goes oh it's probably fine, or he's welding you know and then I see there's flames, and no firemen here, and the fence is on fire, I better call 9-1-1," Ploetz said he grabbed his garden hose and worked to contain the fire. He wet down nearby foliage and put out small spot fires on the outside of the fence.Fire officials said the fire started around 12:32 p.m. and arrived at the home in the 1000 block of Ora Avo Drive in minutes. Ploetz said what he did was something anyone would do and he was concerned the fire would spread to other homes nearby. He was shocked when a pine tree burned up in seconds, "it just whoosh! Went up like a torch, it was loud, that was before the firemen got here."The workshop contained propane tanks, and tools for metal art that the homeowner creates as a hobby. The family was at church when the fire started and were thankful no one was hurt. Among the valuables they lost were three boats and a motor home.Firefighters are still investigating the cause. 1340
