OCEANSIDE, Calif. (KGTV) — Police say a Navy veteran who was sentenced last year to nearly a decade in prison for abusing his neighbors' dogs may be released early because of the pandemic.David C. Herbert was convicted in 2018 and sentenced last year to nine years and eight months in prison on six counts of animal cruelty, one count of burglary and four misdemeanor counts of vandalism for harming two separate families' dogs, one of which remains missing.Oceanside Police say Herbert was scheduled for parole in February 2021 but could be released earlier under criteria set by the state because of the coronavirus.RELATED: Oceanside man who tortured neighbor's dogs sentenced to 10 years"Neither the Oceanside Police Department, the San Diego County District Attorney’s Office nor the victims were consulted prior to this decision being made, and the Oceanside Police Department does not have any involvement and/or influence in such a decision," the department said in a release.In April, California adopted criteria after the pandemic hit to protect those who work and live at prisons by issuing expedited releases for thousand of prisoners serving sentences for non-violent offenses, who do not have to register as a sex offender, and who had 60 days or less to serve.Three months later, the state expanded the criteria for thousands of offenders who had 180-days or less to serve; and hundreds who had less than one year to serve who reside at facilities with large populations of medically high-risk patients. OCEAN BEACH (KGTV) - People in Ocean Beach have hatched a (not-so) secret plan to bring a popular mermaid statue back to town."We’re go-getters. We’re not going to give in. This is going to be a mission," says Claudia Jack, the self-proclaimed leader of Team Mermaid.For three weeks in May and June, a mermaid statue sat atop Ross Rock near Sunset Cliffs. Nicknamed 'Marina', the statue brought tourists and locals to the area to take pictures.For some, it was a nuisance, bringing more traffic and trash. Jack says that's one reason they don't plan to put the mermaid back on the rock."It's my goal to get her repaired and put her somewhere that she'll be appreciated," she says.The mermaid was secretly removed in June by a group calling themselves the Cliffs Crew. For a while, no one knew what had happened to it. Jack says she knows where Marina is located but won't reveal her location."I have not revealed any names or whatever," she says. "It's very hush-hush. But it will come out in the end. In a happy way."Jack has enlisted the help of a few friends and artists to repair some minor damage to Marina. She's also trying to get the entire community involved. Earlier this month, she sent out 300 postcards with a picture of the mermaid on the front. The back simply read "Save the OB Mermaid" and had an email address.She says the response has been overwhelming."What little girl doesn't want to be a mermaid?" she asks.Jack plans to unveil Marina as a statue at the Ocean Beach Holiday Parade in December. After that, she plans to let local businesses bid for the rights to host the statue for a few months at a time. She says the money raised would be used for upkeep.Jack says she already has two local businesses who have expressed interest. After that, she wants to commission a bronze replica that can be a permanent statue near the Ocean Beach Pier.The hope is that Marina can become a local icon like the Cardiff Kook or the Lemon Grove Lemon."She's alive," says Jack. (KGTV) - An Oceanside homeowner got a shock at work when his phone alerted him to intruders inside his tented condo.James says around 5 in the morning in late September, his heart dropped when the security alert showed him a real-time image: an intruder, wearing a headlamp in his 11-year-old daughter's bedroom."Seeing a stranger in my house, especially my daughter's room, is very nerve wracking," said James.His daughter wasn't home. No one was. His condo, along with the entire Pamilla Del Oro community was wrapped in a fumigation tent. That day was the last of a three-day fumigation.As it turns out, the burglars had sliced the tent and removed a screen before making an appearance on James' phone. He called 9-1-1. Police showed up soon after."They set up a perimeter and called the guys out. One came crawling out," said James.James showed 10News a photo of that man handcuffed. Two other intruders captured on by the cameras got away. None of them wore masks. They didn't take much from the home, only a few fishing knives."We took our valuables out before the fumigation," said James. On Monday, social media website Reddit banned r/The_Donald, a subreddit devoted to discussing President Donald Trump, as a part of a purge of more than 2,000 groups on the site that were in violation of the social media site's rules, according to The New York Times and The Verge.The move marks a stark change in Reddit policy. Previously, Reddit has allowed groups and individuals more leeway when censoring content on the site.Launched in 2015 along with Trump's presidential campaign, r/The_Donald grew to nearly 800,000 members before it was removed from Reddit. While the group did not have any affiliation with Trump or the Trump campaign, the then-Republican nominee participated in an "Ask Me Anything" discussion in the group during the 2016 presidential campaign.The group has become known for a breeding ground for conspiracy theories. According to reports, the group helped propel the "Pizzagate" theory that led to the arrest of an armed man at a D.C.-area pizza restaurant shortly after the 2016 election. It also routinely hosted Islamophobic discussions and promoted other content many considered to be racist.According to a disclaimer, Reddit says r/The_Donald was banned violating Rules 1 (harassment, threats of violence), 2 (spamming, vote manipulation) and 8 (don't break the site or do anything that interferes with the normal use of Reddit).Reddit had previously taken steps to curtail r/The_Donald. In June 2019, the network "quarantined" the site, meaning that the subreddit would not show up in search results and could not appear on the site's front page. In addition, anyone attempting to visit the forum would be met with a warning screen.The move comes about three weeks after Reddit published a blog post outlining changes to the social network's policies.
