NATIONAL CITY, Calif. (KGTV) -- A National City road was drenched Sunday morning after police say a woman slammed into a fire hydrant, sending water spewing into the air. The crash happened on the 200 block of Palm Avenue around 3 a.m. According to police, the woman lost control of her car and crashed into the hydrant. She was later taken away in handcuffs, but it’s unclear at this time if drugs or alcohol played a role in the crash. 446

Minneapolis city council passed 2021 budget funding that includes cutting .7 million from the city's police department and redirecting those funds to social programs, according to the Minneapolis Star Tribune, CNN and CBS News.The 2021 budget is the first one the city has passed since the death of George Floyd at the hands of police in May. Floyd's death sparked a nationwide protest movement against police brutality.According to the Star Tribune, the .7 million in police budget cuts will be redistributed to fund mental health crisis teams, as well as train 911 dispatchers to assess mental health crisis calls. The budget cuts will also allow other employees to handle theft and property damage reports.However, the Star Tribune notes that the budget keeps in place a plan for the department to hire more officers in future years. The council initially planned to pass a budget that would drop department staffing levels from 770 to 750 in 2022 but kept in place the department's current staffing target of 888 to avoid a veto from Mayor Jacob Frey."My colleagues were right to leave the targeted staffing level unchanged from 888 and continue moving forward with our shared priorities," Frey said in a statement. "The additional funding for new public safety solutions will also allow the City to continue upscaling important mental health, non-police response, and social service components in our emergency response system."The new budget comes as progressive Democrats call on local municipalities to "defund the police" and re-allocate those funds to social services. Other major cities like New York City and Albuquerque, New Mexico have removed funding from departments or shifted some emergency responsibilities away from armed police officers.Floyd died in May when a Minneapolis police officer kneeled on his neck for nearly nine minutes as they attempted to take him into custody for using counterfeit money to buy cigarettes. The explosion happened just after noon in a residential area of the Riverside County city near the intersection of Clinton Keith Road and Smith Ranch. Murrieta Fire crews went to the home on Wooden Horse Trail about 11 a.m. due to a report of a ruptured gas line and a gas leak, said Murrieta deputy fire Chief David Lantzer.The explosion happened just after noon, sending 15 people to the hospital. One SoCal Gas worker died."We are incredibly saddened that we have a loss of one of our employees today," said SoCal Gas public information officer Randon Lane.Firefighters fought flames for about two hours after the blast. (KGTV) -- A man who was apparently shot with an arrow was found dead in National City Monday afternoon.According to National City Police, the incident was reported at around 2:30 p.m. near the 1800 block of Wilson Avenue.After the shooting, the suspect reportedly called police saying he shot an arrow into a man. The suspect told police there was a fight before the shooting.NCPD Captain Alex Hernandez said the suspect showed officers where the victim was located. The victim was found in what appeared to be a homeless encampment and pronounced dead at the scene."We were able to recover the bow and some other items that were nearby as evidence," said Hernandez.Police say a woman who was believed to be with the two men at the time of the shooting was questioned. All three are believed to be transients living in the encampment where the incident took place, police say.While the deceased man was not identified, National City police identified the suspect as 39-year-old Miguel Venegas; he was booked into jail on a suspicion of murder charge. 1080

MIRAMAR, Calif. (KGTV) - A Marine was honored Thursday after disarming a gunman in the Chesterton neighborhood the week prior.Sgt. Jake McClung received the Navy Commendation Medal at Marine Corps Air Station Miramar. According to the Navy and Marines Awards Manual, "It may be awarded to any service member who distinguishes themselves by heroic or meritorious achievement."San Diego Police got a call at 6:18 p.m. on June 4 of a man armed with a rifle, pointing it at families and hitting cars with the gun near Linda Vista Rd. and Wheatley St.McClung was driving through his neighborhood when he saw the man, identified as a Navy sailor in the police report, holding a rifle and threw a firecracker at his vehicle.Sgt. McClung said he parked in his driveway and watched the man walk into the street and point his rifle at cars. McClung said the man's wife and toddler came out to try and talk with him and were crying. McClung said the man pointed the rifle at his family and that's when McClung stepped between the gunman and the family to try and de-escalate the situation.He said the man was acting erratically and that gave the man's wife and child a chance to get inside. McClung said he teamed up with the neighborhood security guard and walked up to the man, trying to calm him.McClung said when he saw an opening he reached for the rifle and was able to disarm him, but he took a couple punches to the face, breaking his nose. McClung said he and the security guard wrestled the sailor to the ground and handcuffed him before police arrived."I don't know if he had PTSD of not, but if he was suicidal I also wanted to protect him, because he had a gun, he was in the middle of the street. The security guard later told me he was about to shoot him, so if that would have happened, it would have cost his life too. Even though he was obviously in the wrong, we have to take care of our own and sometimes taking care of our own means protecting them from themselves," McClung said.The man was arrested on several felony charges, including felony vandalism, assault with a deadly weapon, possession of an illegal assault weapon, possession of a large capacity magazine. He has since bailed out, according to police.The struggle between McClung and the man happened steps away from a childcare facility and an elementary school that were set to open the next day. 2378
