SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. It's a gap the nonprofit lender Accion has been working to fill for the last 25 years. "Sometimes thinking about getting a loan can be scary, and I think one of the things we really try to do through our process with our staff is really walk alongside that business owner," said Elizabeth Shott, CEO of Accion. The Aztecs are 15-0 to start the season, making them one of just two undefeated teams remaining in Division One. The other team is Auburn. SAN DIEGO (KGTV) — Sandy Sim came all the way from Fallbrook just to find out that she was locked out of 101 Ash Street. She was one of multiple people who came to the downtown building thinking the skyscraper was open for city business. Instead, it was shuttered Wednesday after the county found traces of asbestos on one the 17th floor. "I think the building should be removed, should be brought down, and just put up another building. It will probably be cheaper too," said Ignacio Alcaraz, a Spring Valley resident who had just left City Hall. The city inked the deal for the former Sempra Headquarters in 2017 with the plan of moving 1,100 employees into it to save on rent. But the building has remained vacant for all but about a month since then, after the city discovered numerous problems and needed repairs. City workers finally moved in about a month ago, but vacated last weekend after the county served the city with a violation for the asbestos."I think it's taken a horrible toll," said Councilwoman Barbara Bry, who took office after the deal was signed. "I was downtown over the weekend and noticed workers literally wheeling boxes and files and chairs out of 101 Ash."The city insists the building is safe, conducting 235 air quality tests in the last few months, and that it closed the building in an abundance of caution. Bry is now calling for an audit into how the city could do a deal like this. She said she cannot understand why the city would take possession of a property that old "as is.""That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said.
