BEIJING, Oct. 15 (Xinhua) -- Property prices in 70 major Chinese cities rose 9.1 percent year on year in September, the lowest growth rate so far this year, the National Bureau of Statistics (NBS) said Friday.The rate was down 0.2 percentage points from the 9.3-percent increase in August, but prices were up 0.5 percent month on month, a statement on the NBS website said.New home prices climbed 11.3 percent year on year in September, up 0.5 percent from August.Prices for second-hand homes were up 6.2 percent from a year earlier, a rise of 0.5 percent from August.Real estate investment continued to expand in the first three quarters, with the total standing at 3.4 trillion yuan (511.4 billion U.S. dollars), up 36.4 percent from the same period in 2009, the statement said.The property price growth rate peaked this year at 12.8 percent in April.
BEIJING, Oct. 11 (Xinhua) -- China has kept a "generally stable" coal mine safety record in the first nine months of 2010, as the death toll caused by accidents remained almost flat over the same period last year, Zhao Tiechui, head of the State Administration of Coal Mine Safety (SACMS), said here Monday.From January to September, the nation's coal output reached 2.44 billion tonnes, up 17.2 percent, but accidents dropped 13.2 percent year on year, Zhao said.He did not give any actual numbers of coal mine accidents or deaths caused during period, but said the death ratio per million tons of coal output stood at 0.783 percent, down 13.9 percent over the same period last year.According to the SACMS's last publicized figures, deaths from coal mine accidents totaled 3,215 in China in 2008. In the January-September period of 2009, China recorded 591 fewer deaths from coal mine accidents, down by 23.8 percent from the 2008 level.Gas explosions, floods and fires inside coal mines were frequent occurrences during the first nine months, posing severe safety challenges to China's coal mine production, Zhao said.In a separate report by the State Administration of Work Safety in July this year, workplace accidents left 33,876 people dead in China during the first half of the year.
BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.
THATTA, Pakistan, Aug. 29 (Xinhua) -- Pakistani Interior Minister Rehman Malik on Sunday visited a mobile hospital set up by a Chinese search and rescue team in south Pakistan's Thatta, commending China's relief efforts for flood victims.The 55-member Chinese rescue team have set up tents and a mobile hospital at Thatta police headquarters late Saturday to provide medical services to the flood victims after they arrived at the district, about 100 km northeast of Karachi, Sindh Province.Thatta is now the worst flood-hit district where hundreds of thousands of people have been affected. China is the first foreign country to have sent a relief team to this region."They are working for humanity of the people who are suffering water-borne diseases...That is what we require now," Malik told Xinhua with reference to the team members who are mostly experienced doctors and nurses."They have very good medical facilities and good doctors. TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." She also urged all the participants to make concerted efforts to reach a consensus during the climate talks.
