Gen. Joseph Osterman, commanding general of I MEF.The 26-ton vessel went down roughly 1,600 yards from a beach on the northwest side of the island in water nearly 400 feet deep.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night.The other five rescued Marines received clean bills of health and returned to their units.Pronounced dead at the scene of the accident was Lance Cpl. At the border, it's only part of the story.Border authorities are struggling with outdated facilities ill-equipped to handle the growing increase in family migrants, resulting in immigrants being released onto the streets every day. The immigration court system is so clogged that some wait years for their cases to be resolved, and lacks funding to pay for basic things like in-person translators. An increase in sick children arriving at the border is putting a strain on medical resources.But the Washington debate has focused almost exclusively on the billion in wall spending that President Donald Trump wants. Other proposals being discussed keep the rest of the Homeland Security department funding at existing levels."The wall is a tool. Unfortunately even if it's implemented across the border it isn't a solution to all the problems," said Victor M. Manjarrez, a former Border Patrol chief with more than 20 years of experience, now a professor at the University of Texas-El Paso.Trump has suggested migrants won't bother to come if he gets his way, making other immigration issues less problematic. Walls and fencing currently blankets about one-third of the border — mostly built under President George W. Bush — and the president wants to extend and fortify them. But contracting, designing and building new wall systems complete with updated technology could take years.Trump met Friday with Congressional leaders who said the president threatened the shutdown could go on for "years." SAN DIEGO (CNS) - A 17-year-old from San Diego driving a vehicle police suspected to be stolen was shot by a detective during a traffic stop, Hemet police said Saturday.Detectives with the department's Crime Suppression Unit conducted the traffic stop at about 9:45 p.m. Wednesday in the 300 block of North San Jacinto Street, Lt. Jeff Davis said."Detectives transitioned to a high risk stop after a records check revealed the vehicle was reported stolen from the San Diego area. An officer involved shooting occurred during the stop," Davis said.The San Diego teen was hospitalized with a non-life-threatening gunshot wound and later released to his guardian after receiving treatment, according to the news release.It was unclear what led to the shooting, and a call to Davis by a reporter Saturday morning was not returned.No officers were injured in the encounter, and an investigation was ongoing. 910

SAN DIEGO (AP) — Otay Mesa Detention Center in San Diego was the site of the first big outbreak at U.S. Immigration and Customs Enforcement’s 221 detention centers. The origins of the outbreak are uncertain, but in interviews with The Associated Press, workers and detainees reveal shortcomings in how the private company that manages the center handled the disease: There was an early absence of facial coverings, and a lack of cleaning supplies. Symptomatic detainees were mixed with others. Some workers at the center quit; the Mexican consul general, responding to complaints from detainees, raised concerns about how the facility handled the outbreak.One guard at the facility told the Associated Press employees were discouraged from wearing masks because it would frighten detainees and make them think they were sick.According to ICE, there have been 168 detainees at Otay Mesa that have tested positive since the start of the outbreak.
