SEATTLE (AP) — Seattle's police chief says she will retire. The move was reported Monday, the same day the City Council approved reducing the department through layoffs and attrition. SAN MARCOS, Calif. (KGTV) - A driver told 10News she was terrified as she crashed through the front of a San Marcos doggy daycare Friday morning. The crash happened at Sandy Pawz, 630 Nordahl Road, as a crowd looked on. The driver was reportedly distracted by her own dog. “She decided to help me drive, and jumped up,” said the woman who only wanted to be identified as Robin. “Everything was crashing down on my windshield and I didn't know what was in front of me.” The car went past the front lobby and through drywall into a second room. “I consider myself a very smart person but I froze out of fear...fear, and then I thought I was going to die.” No pets or people were harmed. SAN YSIDRO, Calif. (KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Photos from Tijuana Police show officers near the port putting a man in handcuffs. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. SAN MARCOS (KGTV) -- A homicide investigation is underway after one person was killed in a San Marcos crash Friday afternoon.According to the San Diego County Sheriff’s Department, the crash happened around 4:15 p.m. on West San Marcos Boulevard and South Rancho Santa Fe Road.When deputies arrived, they found an unidentified woman in the back seat with trauma to her body. She was pronounced dead at the scene and the driver of the vehicle was detained.The department’s homicide unit responded and has taken over the investigation, the department said Saturday.The names of the driver and victim haven’t been released at this time and the details surrounding the crash remain unclear. 694

Screen time has become a common concern during the pandemic, as many school districts turn to online learning. That has doctors telling parents to pay close attention to their children's eyes. "Everybody, adults and kids, can develop computer eye strain. That's mostly because there's a decrease in the blink rate, incomplete eye closure with the blink rate," said Dr. Cate Jordan, a pediatric ophthalmologist with the American Association for Pediatric Ophthalmology and Strabismus. Dr. Jordan says eye drops or a warm compress can help children with eye irritation because of increased technology use. But most of all, make sure your eyes get some relief from a screen."In between classes, take a break. Look out a distance and take a couple hard blinks. I really recommend really taking a few hard blinks because it pumps the oil glands and really helps lubricate the eyes," said Dr. Jordan.Stephen Reid is the co-founder of Hue Eyewear. Reid and his wife founded their blue light glasses company when they noticed their children suffered side effects from too much screen time. "With the amount of time we're spending on our screens right now, especially during the pandemic, we need to make sure that we protect ourselves," said Reid.Reid says the glasses protect children and adults from blue light that's emitted from computer, tablet, phone and even television screens. "My children use the glasses. Ever since we started the company they've been using them and they tell me their eyes are less strained and I can feel it, too," said Reid.Dr. Jordan says more studies need to be done on the effectiveness of blue light glasses. Our eyes naturally protect against harmful rays that could affect our eyesight, she adds. "If you've already bought them and a child feels better and wants to use them, then absolutely there's no harm in wearing them. But there's no need to have every child wearing blue light glasses," said Dr. Jordan.Dr. Jordan says too much blue light at the end of the day can disrupt your circadian rhythm, or sleep cycle, so she recommends children make an effort to avoid screens at least two hours before bed time. 2150
