SAN DIEGO (KGTV) - Driving on roads in San Diego during the holiday season can be a headache, as residents and tourists alike deal with increased traffic caused by extra congestion. This year, during Thanksgiving week, the roads have been a little bit safer, according to statistics released by the California Highway Patrol. San Diego County DUI arrests and auto fatalities were both down from last year, for the time period between Wednesday at 6:00 p.m. and Friday at 6:00 a.m. Going into the weekend there have been a total of 21 DUI arrests recorded in San Diego, a decrease from 27 arrests from 2017. RELATED: Check 10News?traffic updatesThe results are also reflected across the state, where the 294 DUI arrests are down from 386 a year ago. There have been no fatal car accidents in San Diego, compared to one at this time last year. Across the state there were 17 car accidents resulting in death, compared to 19 in 2017. The CHP reports that of the 13 fatalities that occurred in their jurisdiction, five were not wearing seat belts.  1142

SAN DIEGO (KGTV) - Hundreds of people lost power in Liberty Station and Point Loma Friday as a result of what San Diego Gas and Electric identified as an electrical problem.A witness reported an underground explosion and smoke coming from a manhole cover about 2 p.m. at 2230 Truxtun Road at Womble Road. The location is near the Trader Joe’s and Rock Church.1,200 customers lost power about the same time as the manhole report. SDG&E said the problem was electrical but did not provide details. SDG&E restored power about 4 p.m.Students at nearby High Tech High School exited the building away from the emergency location as a precaution.The power outages led some nearby businesses to close. 10News talked with a customer of The Lot movie theater who said the power shut down during a screening of the new Avengers movie. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. If that doesn't work, it could lead to citations.He says when it comes to enforcement, they want to work with local jurisdictions and police departments, but they will serve citations with or without their help."If they're not going to join with us in enforcement action, if that becomes necessary, we will issue those citations by ourselves without their assistance," Gore said.Since Monday, the county has issued 52 cease-and-desist orders for businesses not in compliance.Last week, California, Washington, and Oregon issued travel advisories that urge visitors from out-of-state or residents returning home from outside travel to self-quarantine for 14 days. 2351

SAN DIEGO (KGTV) -- High surf is creating dangerous conditions for swimmers hitting the beach throughout San Diego County. A High Surf Advisory is in effect San Diego coastal cities from Monday morning at 8 A.M. until Tuesday night at 10 P.M.Just before 10 A.M. Monday, SDFD Lifeguards shut down the Ocean Beach Pier.They are also cautioning any swimmers and surfers who are not advanced to stay out of the water until the advisory expires.Many advanced surfers tell 10News they have been looking forward to this day for a long time. Those who hit the water Monday took advantage of the seven to 11 foot waves along the coast, saying it’s not just the swell and the direction but the time between the waves and the decreased winds that make for great surf conditions. "The quality and the length its just a great day a great day for everybody,” one surfer tells 10 News.One group of surfers found out first-hand how dangerous these conditions are. They were taking a boat to surf off of Point Loma when the waves flipped in Monday afternoon. The surfers escaped without injury, but the boat had to be towed back to shore. 1130
