"We're making arrangements and trying to recruit new volunteers to take those puppies until volunteer programs inside prisons can pick back up again," said Victoria Cavaliere with TLC. TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years. SAN DIEGO (KGTV) - Each day that the courts in San Diego are closed, an already daunting case load grows.The closure leaves San Diegans wondering if, and when, they’ll get justice.According to the San Diego Superior Court, “On Tuesday, May 26, the Court will resume many services, though most will be provided remotely. With the community spread of COVID-19 still a concern, in-person services at the courthouses will continue to be limited to urgent needs.” The court said it’s in the process of sending out rescheduling notices to the parties involved in more than 87,000 hearings.To help cut down the backlog in the civil arena, a group of attorneys is working together to ensure San Diegans have an opportunity to have their case either mediated or have their dispute handled. It’s called RESOLVE Law San Diego.“Without some mechanism to try and deal with these cases, like a settlement conference or mediation, there's really no way for a person who's involved in a lawsuit to have their things resolved,” said attorney Benjamin Bunn.“We have in San Diego over a dozen calendar departments, each of those departments has over 1,000 cases assigned to it, and every Friday each of those independent calendar departments have law and motion hearings that involved at least a dozen and usually two dozen or more cases,” explained attorney William Low. “All of those hearings have been put on hold for the last eight weeks. Nothing has been happening to resolve those cases. RESOLVE Law San Diego is specifically targeted to help those litigants resolve those matters sooner rather than later.”RESOLVE Law San Diego will give people involved in civil cases the opportunity to connect with a retired judge or a qualified local attorney who will agree to hear matters free of charge.“If you go to court right now you might not get a hearing date until November, but if you want to use RESOLVE Law, you’re going to have a hearing within the next two weeks,” said attorney Amy Martell.According to the group, it’s not a court-sponsored program; it is both voluntary and by stipulation of the parties only. The program will only last for a set amount of time and is designed to streamline the law and motion and mediation process so that cases can move forward while the court reopens and manages its caseload.So far more than 175 people have signed up to volunteer their time."By the program that we have set up, we have very good lawyers and retired judges volunteering their free time over the next 120 days to help resolve issues and to help get the court system moving again,” said attorney David Casey.The attorneys involved said hearings will be handled over the phone or through teleconferencing, a safe and easy way to communicate during COVID-19.The program aims to give people a little certainty in times that are anything but that."It will help them get justice quicker, sooner, with less frustrations,” said attorney Heather Rosing.According to the RESOLVE Law website, this type of venture is the first of its kind in the state designed to provide civil litigants an alternative and free venue for dispute resolution during this crisis.In a statement to 10News, San Diego Superior Court Presiding Judge Lorna Alksne wrote, “This effort is a great example of San Diego’s lawyers and retired judges coming together to help the community obtain resolutions of their disputes and to help reduce the backlog of cases due to the pandemic.” 3450

SAN DIEGO (KGTV) - Family members are mourning the COVID-related death of an Olympic gold medalist and lifelong San Diegan.More than 4 decades ago, Arnie Robinson Jr. stood at the top of the Olympic podium."He was always so driven and so focused," said Arnie Robinson Jr.'s son, PaulPaul says his father first started feeling sick in mid-November."Labored breathing, coughing," said Paul.Robinson Jr. tested positive for coronavirus but after a week and a half, he started feeling better. A week later, on December 2, he was with a caregiver at this Skyline Hills home."Out of the blue, he struggled to take breaths," said Paul.That day, Robinson Jr. passed away at his home at the age of 72."You’re just in a state of shock and disbelief over how it happened," said Paul.It was disbelief and grief over a father and local sports legend.A high school track star at Morse High, Robinson Jr. went to San Diego Mesa College and San Diego State University, before winning a bronze medal in the long jump at the 1972 Olympics and a gold medal at the 1976 Olympics in Montreal."I think that’s one of the things that drove him. Wanting to achieve something really, really big ... setting it out there and making it happen," said Paul.That commitment was his calling card. He served in the Army and later, worked a track coach at Mesa College for three decades.In 2004, he was diagnosed with brain cancer, a grade 4 glioblastoma and given six months to live. He went through several round of chemo and radiation."After some research, a complete 180 on his diet. Looking back on it now, he saw it as another challenge," said Paul.Some 16 years later, he was in remission when he tested positive for COVID-19. Paul believes he contracted it from one of his caregivers, who also tested positive.His message to others: wear masks and take every precaution."Respect COVID for what it is. SAN DIEGO (KGTV) — Despite having the most coronavirus cases of any local university, large off-campus parties continue to be an issue for San Diego State University and nearby residents.Students living off-campus have been attending large parties, according to neighbors. As of Saturday, SDSU had 1,184 COVID-19 cases, 767 of those cases being reported in off-campus students.Locals living in the College Area says many students continue to ignore public health orders and hold large, loud parties with no physical distancing or mask wearing."It's really frustrating and at this point, I feel like there's not a lot that we can do because you know those people, they're just going to keep doing what they're doing," one neighbor said.In a statement to ABC 10News' reporting partner KPBS, San Diego State says more than a hundred notices of violations have been delivered to residences in the college area.The university also contracts elite security to keep an eye on the neighborhood surrounding the school for any violations. If a security guard notices a party, they call police to respond.As of Friday, Cal State San Marcos had reported 18 total COVID-19 cases, three of which were off-campus. At UC San Diego, there have been 106 coronavirus cases since March 1, with three being reported since Oct. 1.
