SAN DIEGO (KGTV) -- In an effort to lower costs in one the country's most expensive states for medications, Gov. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315

SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. According to the agency, the Rose Canyon Bike Path is part of a Complete Corridor, running along the future Mid-Coast Trolley light rail line. 622

SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. SAN DIEGO (KGTV) - A 15-year-old boy was arrested in connection with the shooting death of his father inside their Scripps Ranch home.At 8:39 p.m. Sunday, San Diego police responded to a report of a shooting at a home in the 11200 block of Affinity Court, near Scripps Ranch Boulevard.10News learned the suspected shooter's brother called 911 to report the incident.Officers arrived to find a 46-year-old Vietnamese man lying on a bedroom floor with at least one gunshot wound to his upper body. After life-saving efforts by paramedics, the man -- who was not immediately identified -- was pronounced dead at the scene.Officers combed the condominium complex and nearby area for the suspected shooter, who was identified as the victim’s 15-year-old son, but could not immediately locate him. Authorities later added that the boy is a Mira Mesa High School student. At about 1 a.m. Monday, officers responded to a reported sighting on Scripps Poway Parkway and saw the boy walking down the street.
