DULZURA, Calif. (KGTV) - An East San Diego County man was arrested Thursday on suspicion of poisoning his wife with Thallium.The woman was taken to a hospital on March 15 with an unknown illness. Deputies said the woman had a level of Thallium in her system that was so high, medical staff believed her exposure was intentional.Thallium is a heavy metal which has been used in rat poison and ant pesticides.Sheriff’s detectives, along with the FBI, NCIS, and San Diego County HazMat, conducted an investigation and believed the woman’s husband was responsible for her poisoning.Race Remington Uto, 27, was booked into Vista Detention Facility. Disney Parks announced Thursday that one of its most beloved rides will be getting a makeover.According to a press release, "Splash Mountain" at both Disney World and Disneyland will be re-themed after Disney's 2009 name film "Princess and the Frog" — the first Disney movie to feature a Black princess character."Splash Mountain" opened at Disneyland in 1989 and at Disney World in 1992. Since its opening, the ride has been themed after the 1946 film "Song of the South" — a movie set in the Antebellum South that, since its release, has been criticized for its handling of race.Earlier this month, a viral petition called on Disney to re-brand the ride at all of its parks amid nationwide protests against systemic racism. However, in its press release, Disney says that it has been working on re-imagining Splash Mountain since last year."(The Princess and the Frog is) a great story with a strong lead character, set against the backdrop of New Orleans and the Louisiana bayou," the company said in a blog post. "In 1966, Walt (Disney) himself opened New Orleans Square when it became the first new "land" added to Disneyland park, so it feels natural to link the story and the incredible music of "The Princess and the Frog" to our parks."Disney says a timeline on the project will be available "soon."A version of Splash Mountain also exists at Tokyo Disneyland in Japan. (KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. Dolly Parton spent Thursday at Vanderbilt's Children's Hospital to celebrate a deeply personal milestone. Her niece, Hannah Dennison, turns 30 years old on Sunday — a birthday Parton wasn't always sure she'd be able to celebrate."Twenty-six years ago is when Hannah was diagnosed with leukemia, and for five years we didn't know if we'd be keeping her or not," Parton told a room full of doctors, nurses, patients and families. "But Hannah now stands here as our chemo hero. She shows that miracles do happen with good care, great doctors and great nurses."Parton met some of those doctors and nurses last fall when she visited the hospital to release her first-ever children's album. During that visit, she decided to donate million to the hospital."They took such good care of her and just looking at the little faces of the kids going through this and the parents who suffer so much as well; it's just touching and moving," she said. "If you're in a position where you can do something, you should do something."In return, the Children's Hospital dedicated it's second floor butterfly garden to Dennison on Thursday."Now that we have Hannah's butterfly garden, we may come up and do little shows now and then and bring some joy to the kids," Parton said. Dozens of goats invaded a suburb of Boise, Idaho, on Friday after walking off the job.The goats are workers for a rent-a-goat business called -- what else -- We Rent Goats that hires the herd out as an eco-friendly way to clear weeds.The goats were munching at an Ada County Highway District retention pond when they broke through a fence and escaped, briefly overtaking a street in the West Valley area of Boise around 7 a.m., CNN affiliate KBOI reported.Their arrival created a social media sensation, with goat-themed puns invading Twitter. The Columbus Dispatch, for instance, tweeted, "This looks like a baaaaaaaaaaaaaaad situation." #Boise was still trending as of Friday afternoon.Boise resident Kyle Bryant told CNN he went to see the goats after his granddaughter told him what was happening."It was was the best thing I have seen since we moved to Boise three years ago," Bryant said. "I knew back in Oregon that there were companies that rented out goats, so I thought that this was the same situation."Bryant took videos and shared them on Facebook.
