(KGTV) - A local woman says her heart stopped when she saw what someone nearly sat on at a popular trail in Santee.Angie Haake was just beginning her usual dog walk last Thursday morning near the entrance of Walker Preserve Trail, when she noticed two upset women on the phone talking to deputies.  Haake asked them what was going on and they showed her a razor blade on the bench."I was shocked when it saw it. Obviously whoever put it there wanted someone to sit down and slice the back of their thighs. It's cruel and hateful," said Haake.The discovery was not the first.  Another trail goer tells 10news about three weeks ago, she found a similar blade near another bench.  In November 2016, 10news spoke with a mother at Mast Park in Santee, who found dozens of tacks placed sharp-side up underneath leaves.10news reached out to deputies to find out how many reports of similar cases there have been on the trail, but have yet to hear back. 983

Also, in central California, a pilot on a water-dropping mission in western Fresno County died Wednesday morning when his helicopter crashed. SANTA CLARA, Calif. — The health officers in six San Francisco Bay Area counties are not waiting to reach a threshold recommended by the governor, and have issued a new stay-at-home order to take effect on Sunday. The changes, announced Friday, will last through Jan. 4. The counties have not yet reached Gov. Gavin Newsom’s threshold that requires a stay-at-home order when 85% of ICU beds at regional hospitals are full. But the health officers said the hospital system will be overwhelmed before the end of December, when Newsom’s order would apply to the Bay Area. "The dark COVID winter that we feared would come has arrived in the Bay Area," said Dr. Chris Farnitano, Contra Costa County health officer according to KGO. "I and other county health officers in the Bay Area don't think we can wait for the state's new restrictions to go into effect later this month. We must act swiftly to save as many lives as we can. This is an emergency."Restaurants, bars and wineries, and hair and nail salons will have to close, along with playgrounds. Restaurants would be able to do delivery or takeout. Retail stores can stay open, however they must lower capacity to 20%. Schools that have already received a waiver to reopen can stay open next week. All "critical infrastructure" can also remain open. SAVANNAH, Ga. (AP) — A Black man in Georgia is accusing police of violating his civil rights, saying a white officer slammed him to the ground and broke his wrist in the mistaken belief that there was a warrant for his arrest. An attorney for 46-year-old Antonio Arnelo Smith of Valdosta, Georgia, said he's still in pain and emotionally devastated more than four months later. Smith is suing Valdosta police and other city leaders in federal court. Police video shows Smith talking cooperatively with an officer when a second one walks up behind him, grabs him and slams him to the ground. 598
