CHENGDU, June 15 (Xinhua) -- President Hu Jintao on Saturday ordered that the title of "heroic quake-relief force" be given to a helicopter regiment that showed loyalty and courage in rescue work following last month's major quake in southwest China. The command by Hu, also Chairman of the Central Military Commission of the People's Republic of China, was announced at an award meeting here on Sunday.     The regiment of army aviation under the Chengdu Military Command did an excellent job in quake-relief missions and showed great loyalty, courage and dedication, the command said. BEIJING, Sept. 18 (Xinhua) -- China's State Council, the country's Cabinet, issued an implementation regulation for Labor Contract Law here on Thursday in an effort to clarify confusion surrounding the law.     The new law, which was put into effect on Jan. 1, was hailed as a landmark step in protecting employee's rights. But many complained the law increased a company's operational cost as it overemphasized protection of workers.     One of the most debated terms was one that entitled employees of at least 10 years' standing to sign contracts without specific time limits. Some employers believed the "no-fixed-term contract" would bring a heavy burden to them and lower company vitality.     "By issuing the regulation, we hope to make it clear that labor contracts with no fixed termination dates did not amount to lifetime contracts," a Legislative Affairs Office of the State Council official told Xinhua.     The regulation listed 14 conditions under which an employer can terminate a labor contract. These included an employee's incompetence to live up to the job requirements, serious violations of regulations and dereliction of duty.     Another 13 circumstances were also included in the regulation, under which an employee could terminate his or her contract with an employer, including delayed pay and forced labor.     Compensation should be given if employers terminate the contract lawfully. Employers should double the amount of compensation if they terminated a contract at their own will. No further financial compensation was required, according to the regulation.     China's top legislative body, the Standing Committee of the National People's Congress, adopted the Labor Contract Law in June2007, which was followed by a string of staff-sacking scandals.     The best known was the "voluntary resignation" scheme by Huawei Technologies Co. Ltd., the country's telecom network equipment giant.     The Guangdong Province-based company asked its staff who had worked for eight consecutive years to hand in "voluntary resignations." Staff would have to compete for their posts and sign new labor contracts with the firm once they were re-employed.     Huawei later agreed to suspend the controversial scheme after talks with the All China Federation of Trade Unions.     The NPC Standing Committee said on Thursday it would start a law enforcement inspection at the end of September in 15 provinces, municipalities and autonomous regions.     The Legislative Affairs Office of the State Council issued a draft of the implementation regulation on May 8 to solicit public opinion. By May 20, the office had received 82,236 responses. On Sept. 3, the State Council approved the regulation.

DUSHANBE, Aug. 28 (Xinhua) -- Chinese President Hu Jintao and his Kyrgyz counterpart Kurmanbek Bakiyev on Thursday agreed to promote cooperation of the two countries in various fields.     During a meeting with Bakiyev here, Hu said "The consensus reached between us during my visit to Kyrgyzstan last year to fully deepen the mutually beneficial cooperation in all areas has been orderly put into practice, and bilateral ties have made new progress."     China attaches great importance to its ties with Kyrgyzstan and regards Kyrgyzstan as an important partner in Central Asia, he added.     Hu urged the two sides to well implement bilateral cooperative programs in the building of roads and railways, and to promote business at land ports to deepen bilateral trade and economic cooperation. BEIJING, Sept. 12 (Xinhua) -- A preliminary investigation confirmed the contaminated Sanlu baby milk powder as the cause of kidney stones in infants after a first-phase probe by experts, China's Ministry of Health said here on Friday.    An investigation team jointly organized by departments including the health, public security, agriculture ministries and quality watchdog examined the urine and kidney stones of the infant patients and found the substance melamine therein.     The investigation team, which is in Shijiazhuang, Hebei Province, where dairy producer Sanlu Group is based, is now coordinating with the local government to investigate the incident.     "Those responsible for the contaminated milk will face severe punishment," said an official with the team.     The team arrived in Hebei on Friday. After listening to the local government's report on its handling of the incident, they collected samples and documents from the Sanlu Group and the local quality testing agency. They also visited the affected babies in local hospitals and gave advice on the treatment.     Sanlu, one of China's leading dairy producers, found during an internal company investigation in August its powdered milk products were contaminated with melamine, according to the team's investigation. Parents of the babies with kidney stones tell the reporter about their kids' drinking state at a military hospital in Lanzhou, capital of northwest China's Gansu Province, Sept. 11, 2008. So far this year, Gansu Provincial Health Department has seen 59 kidney stone cases in infants, and at least one baby died as a result of kidney stones. There were no such cases in 2006 or 2007The statement didn't say why the company didn't release the findings until news reports exposed dozens of babies became sick with kidney stones after consuming the Sanlu brand of baby milk powder for a prolonged period.     Health experts said melamine is a chemical raw material. Ingestion can lead to stone formation in the urinary tract.     A thermosetting plastic, melamine has an appearance similar to milk powder. It is widely used in manufacturing fabric, glue, housewares and flame retardants.     "The substance gives the appearance of a high nitrogen level, which is an index to measure the protein content in food," a health expert told Xinhua. He declined to be named.     One baby in the northwest Gansu province died from the stones. At least 59 cases had been reported in Gansu and other provinces.     Sanlu had sealed off 2,176 tons of contaminated milk powder and recalled 8,210 tonnes from the market. There were still 700 tonnes in circulation. All the contaminated formula was produced before Aug. 6.     Supermarkets in some provinces had started to pull the milk powder off shelves.     The Health Ministry said on Friday it had launched a nationwide investigation into the contaminated milk formula. All local health agencies were to report cases of infants with kidney stones immediately. It also issued a treatment plan on its website (www.moh.gov.cn) to help hospitals deal with sick babies.

    BEIJING, Oct. 8 (Xinhua) -- President Hu Jintao on Wednesday urged China to carry on the spirit of unity, courage, "people first" and scientific thinking that characterized the May 12 earthquake relief effort.     At a ceremony in Beijing's Great Hall of the People to honor outstanding organizations and individuals for their contributions to the rescue and relief work, Hu said the spirit should be promoted among the Communist Party of China (CPC) members and the public.     This would help advance the sound and rapid economic and social development.     He said that in face of the major disaster, the CPC Central Committee had listed quake relief as the most important and urgent task for the Party and country as soon as possible.     Quake relief headquarters under the State Council had been set up and a system to coordinate the military and local governments had been established to mobilize the nation to advance the quake relief and reconstruction.     "We organized the fastest quake relief work with the most people mobilized in China's history, saved as many as possible lives and minimized the losses from the disaster," Hu said.     The 8.0-magnitude quake was the most destructive one since the People's Republic of China was founded in 1949, with more than 30,000 aftershocks, affecting 500,000 square km over more than 10 provinces, autonomous regions and municipalities, including Gansu, Shaanxi and Chongqing.     It was felt in 417 counties, 4,667 townships and 48,810 villages. It left 69,227 dead with 17,923 still missing. About 15.1 million people were displaced, Hu said.     Direct losses exceeded 845.1 billion yuan (124 billion U.S. dollars) as infrastructure was destroyed and industrial and agricultural production was affected, causing major environmental damage.     Party committees, governments, grassroots cadres and the people in quake-hit regions had responded quickly to the devastating quake, making the utmost effort to help themselves and others.     Hu praised the 146,000 troops, armed police, reservists and police which had been mobilized for the anti-quake work, describing them as the "main force" and "commandoes." His actions saved dozens of schoolchildren before he was buried in hail of concrete and bricks.     He died on the way to hospital, only 10 days after getting married.     Policewoman Jiang Min is another heroine whose story is now known all over China.     She lost 10 family members, including her two-year-old daughter and her mother, when the quake almost leveled her hometown, Beichuan County. Despite her tremendous grief, Jiang kept helping others affected in the quake.     Hu Jintao said the May earthquake was "a great test of Chinese will, courage and strength, as well as the Party's ruling capability."     "The relief work showed the great strength of the CPC and the socialist state, the great strength of the 1.3 billion Chinese people, the great strength of the reform and opening up, and the great strength of socialism with Chinese characteristics," he said.     During his speech, Hu suggested people who attended the ceremony stand in silent tribute for compatriots who died in the quake and the martyrs who sacrificed themselves in the relief work.     RECONSTRUCTION NOW A MAJOR FOCUS     Hu said the anti-quake work had again proved China's system of socialism had great vitality for development with the advantage of "concentrating strength on big events."     This proved people are the real driving force for the country's development. In addition, it proved the army is the "iron great wall" to protect the people and proved the CPC's core leadership role in developing socialism with Chinese characteristics.     "We have gained precious experience in dealing with emergencies and combating major natural disasters," Hu said.     Hu said the Sichuan quake caused huge loss of life and property and damaged economic and social development.     The quake relief work had tested and demonstrated the great achievement of the last 30 years of reform and opening up.     He stressed to fully implement the rebuilding policies after the disaster to build happy new homes for the quake-affected people, solving the problems concerned with their livelihood.     Reconstruction should be scientifically planned and carried out step by step.     "We should realize the goal of 'homes and jobs for each household, social security for everyone, improvement to local infrastructure, development of the economy and improvement to the environment,'" he said.     People's basic living conditions and public service facilities should be resumed first and the working conditions should be resumed as soon as possible.     "Currently, we should help the people get through the winter season safely."     Hu urged the quake-affected people to work hard and other regions to provide support to the rebuilding.     In addition to Hu, Chinese Party and state leaders including Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, and about 6,000 people attended the ceremony.     Premier Wen, who presided over the ceremony, said the outlines and policies of the rebuilding would be well implemented
