SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735

SAN DIEGO (KGTV) — A Texas company has been awarded a contract to erect nearly 30 miles of fencing along California's border with Mexico.U.S. Customs and Border Protection awarded 7 million in construction contracts to Texas-based construction company SLSCO. The contracts include up to 14 miles of secondary wall and up to 15 miles of primary pedestrian replacement wall in California within the San Diego, Yuma, and El Centro Sectors.The 15-mile primary pedestrian replacement wall will include the installation of a new, 30-foot steel bollard wall: About 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. According to CBP, these areas represent areas where wall replacement has been a priority. Construction for that 6 million project is slated to begin in July 2019.The secondary wall project is a 1 million contract and will include up to 14 miles of the same 30-foot steel bollard wall adjacent to San Diego's primary fence replacement project that is currently under construction. Construction of that project is projected to begin February 2019.SLSCO has already worked on border construction earlier this year, constructing new steel fencing in Border Field State Park.The two projects are a part of President Trump's "Border Security and Immigration Enforcement Improvements" executive order, which calls for a contiguous wall to be built along the southern U.S. border with Mexico, according to CBP. 1447

SAN DIEGO (KGTV) — An orphaned puppy at a local animal rescue will receive a state-of-the-art heart surgery to repair a rare heart murmur.Helen Woodward Animal Center said Tuesday Cowboy, a terrier-blend brought to the center last October, has an irregular heart rhythm, so intense that veterinary staff could actually feel a distinct and loud rumble if their hands were placed on his chest.The puppy was brought into the center with his mother and five siblings, all of whom have found new homes.RELATED: Puppies found abandoned in Escondido park adopted out to new homesSince Cowboy arrived at Helen Woodward, he's been cared for by center staff and a foster owner and administered a medication called Atenolol to take pressure off his heart.“We care deeply about every single orphan pet that comes into our care and go to great lengths to make sure that each one of these wonderful animals has the chance to live a long, healthy and happy life with a loving forever family,” Jennifer Shorey, Helen Woodward Animal Center Director of Operations, said. “When we learned about Cowboy’s unique condition, we didn’t hesitate to find him the expert care he needs. SAN DIEGO (KGTV) -- A San Diego psychiatrist no longer has a license after authorities say he was intoxicated while practicing.According to the Medical Board of California, Marco Antonio Chavez’s license was suspended following an investigation.The investigation began after authorities say a patient reported that Chavez sent him a box of medication in 2017 that contained an empty vodka bottle.During one of several office visits, an investigator said Chavez appeared to be intoxicated.Documents show that Chavez told the investigator that his mother gave him a “Mexican home remedy to stop his drinking” which consisted of vodka and cloves. At a hearing, Chaves said he had two of the drinks that morning.During the visit, the investigator told Chavez he believed he was “so intoxicated that he could not practice medicine” and told two patients in the waiting room to go home.A test conducted by a San Diego Police officer shows that Chavez had a blood alcohol level of .216. SAN DIEGO (KGTV) – An inmate who left a San Diego re-entry facility on Wednesday was apprehended in the North County..California Department of Corrections and Rehabilitation officials said 51-year-old Larry Johnson “walked away from the Male Community Re-entry Program (MCRP) facility” on Boston Avenue in Barrio Logan Wednesday night.Staff at the facility learned Johnson’s GPS device “had been tampered with” at around 10:30 p.m. Johnson was last seen in the afternoon on an “approved pass to attend work.”Local law enforcement agencies were notified of Johnson’s disappearance, and CDCR agents fanned out to find him.At around 10:30 a.m. Thursday, CDCR officials said Johnson was taken into custody at a hotel in Carlsbad without incident. He will be transported and rehoused at Richard J Donovan Correctional Facility, officials said.CDCR officials said Johnson was in the midst of a 4-year sentence for one count of attempt to use an ID of another to obtain information, which was his second-strike offense.Johnson had been scheduled to be released to probation in May 2021. 1087
