TAIPEI, Nov. 26 (Xinhua) -- On the eve of Taiwan's mayoral and city councilor elections, Sean Lien, son of Lien Chan, honorary chairman of Kuomintang (KMT) party, was reportedly shot in the face when he was campaigning for a KMT candidate in Taipei County Friday evening.He was being treated at a local hospital. Local media cited doctors as saying Sean Lien's brain was not injured and his injury would not endanger his life.A spokeswoman of the hospital where Sean Lien was treated said he was sober-minded when he was sent to the hospital. Doctors only found wounds in the man's left cheek and right temple."Though the injury is not life threatening, he needs further observation," said the spokeswoman.Policemen keep guard at a hospital where Sean Lien receives medical treatments, in Taipei, southeast China's Taiwan, Nov. 26, 2010. Sean Lien, son of Lien Chan, honorary chairman of Kuomintang (KMT) party, was reportedly shot in the face when he was campaigning for a KMT candidate in Taipei County Friday evening.According to local police, the shooting occurred at around 8:20 p.m., and a 29-year-old local resident died on the spot after being hit by a stray bullet.A suspect, who was found carrying a pistol and bullets, has been detained.Ting Yuan-chao, director of Lien Chan's office, hoped such violence would not happen again and the society would be peaceful.Mayoral and city councilor elections are scheduled to be held Saturday in Taiwan's five major cities including Taipei City, Taichung, Tainan, Kaohsiung and Taipei County.

Sino-British relations have seen smooth development for a long time, and friendly cooperation between China and Scotland has also been in constant development," said Li.China regards Britain as an important strategic partner, and considers bilateral relationship from an overall, strategic and long-term perspective. And Britain is the last leg of Li's three-nation Europe tour, which has already taken him to Spain and Germany.

BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

  

BEIJING, Nov. 26 (Xinhua) - China on Friday called for a settlement to the territorial dispute between Israel and the Arab countries through negotiations.Chinese Foreign Ministry spokesman Hong Lei made the remarks while commenting on an Israeli bill that had been passed by the Israeli Knesset (parliament) Monday. The bill demands a referendum should any Israeli government make territorial concessions in East Jerusalem to the Palestinians or in the Golan Heights to Syria.Since the aftermath of the 1967 war, Israeli law requires a two-thirds majority of consent by the Israeli public when handing over territories to Palestine and Syria.However, the law goes against the spirit of United Nations (UN) resolutions and cannot change the fact that East Jerusalem and the Golan Heights are occupied lands of the Arab countries, Hong said."China calls on Israel to follow the relevant UN resolutions as well as the established principles of international laws to properly settle the territorial dispute through negotiations for the realization of a comprehensive, and lasting peace in the Middle East," said Hong.

  

BEIJING, Nov. 17 (Xinhua) -- China and Chile celebrated the 40th anniversary of bilateral diplomatic ties at a reception here Wednesday.Chinese State Councilor Liu Yandong and visiting Chilean president Sebastian Pinera attended the reception, which was held by Chilean Embassy.China was ready to take the opportunity of this anniversary to push forward Sino-Chilean relations, Liu said when addressing the reception.Noting Chile was the first Latin American country to establish diplomatic ties with China, Liu said the Chinese government attached great importance to developing the bilateral ties from strategic perspective.Pinera, on his first China visit since taking office as Chilean president in March, expressed the willingness to expand cooperation and friendship with China, and he hailed the progress made in bilateral cooperation since the two countries forged ties in 1970.Chile is China's second biggest trade partner in Latin America and China is Chile's biggest trade partner. Bilateral trade last year rose 2.1 percent to 17.72 billion dollars.China and Chile forged a comprehensive cooperative partnership in 2004.
