HOUSTON — An Associated Press review of medical records for four detained immigrant women and interviews with lawyers have revealed growing allegations that a gynecologist performed surgeries and other procedures that the women never sought or didn't fully understand.Dr. Mahendra Amin was linked this week to allegations of unwanted hysterectomies performed on immigrant women at Irwin County Detention Center in Georgia. Some procedures could be justified based on problems noted in the medical records, but lawyers and medical experts say the women's lack of consent or knowledge raises severe legal and ethical issues.Amin provided gynecological treatment or performed surgery on eight women dating back to 2017, including one hysterectomy, according to an attorney an immigration and civil rights lawyer working with attorneys to investigate medical treatment at the detention center. The AP's report comes days after a nurse's complaint at the detention center was widely published. Dawn Wooten claimed that many immigrant women were taken to an unidentified doctor she called the "uterus collector" because of how many hysterectomies he performed. In an interview with The Intercept, Amin said he performed "one or two hysterectomies in the past three years." HIs lawyer told the AP that Amin was looking forward to the "facts coming out," and claimed that he would be cleared of wrongdoing. The AP did not find evidence of the "mass hysterectomies" that Wooten alleged. Wooten's complaint prompted outrage from Democrats and an investigation by the Department of Homeland Security's Inspector General.LaSalle Corrections, the private prison company that operates the jail, "strongly" refuted the "allegations and any implications of misconduct." Tony Pham, the acting director of Immigration and Customs Enforcement, said that if the allegations were true, he would make necessary corrections and "continue to prioritize the health, welfare and safety of ICE detainees." 1982

IMPERIAL BEACH, Calif. (KGTV) - Rainfall rolling through San Diego County this weekend and through the rest of the week have prompted a water contact closure in the South Bay.County environmental health officials issued the water contact closure for Imperial Beach's shoreline Sunday, expanding an existing contact closure along the Tijuana Slough National Wildlife Refuge shoreline. The closure now extends north to include all of Imperial Beach.RELATED: Border patrol agent says he got flesh-eating bacteria from Tijuana River runoffRecent rainfall has caused sewage-contaminated runoff in the Tijuana River to enter the Tijuana Estuary. That water has likely made its way to Imperial Beach, officials said.Signs warning beach-goers of the water dangers have been posted and will remain until deemed safe. The closures along South Bay's coastline have become common occurrence after rainfall flowing out of the Tijuana River. Officials continue to call for action from federal and state lawmakers to address to constant dangers runoff has posed to the area. 1075

HOUSTON (AP) — Barbara Bush was the "first lady of the greatest generation."Historian Jon Meacham bestowed the title on Barbara Bush while speaking to former presidents, ambassadors and hundreds of other mourners inside the nation's largest Episcopal church during her funeral Saturday. He recalled the former first lady's quick wit, as well as her devotion to promoting literacy, bringing awareness to AIDS patients and to her husband of 73 years.Former President George H.W. Bush., the historian noted, was the "only boy she ever kissed."Meacham, who wrote a 2015 biography on George H.W. Bush, joined some 1,500 people on a gray, rainy Saturday to honor the wife of the 41st president and the mother of the 43rd. The private funeral filled St. Martin's Episcopal Church in Houston a day after more than 6,000 people came through the church to pay their respects during a public viewing.RELATED: Family, former presidents and more attend funeral for Barbara Bush in Houston, TexasHer son, former Florida Gov. Jeb Bush, joked during his eulogy that his mother called her style of mothering him and his siblings "a benevolent dictatorship — but honestly it wasn't always benevolent." He emphasized how she believed in the power of laughter and that joy should be shared. He choked up when saying his mother — known for her self-deprecating remarks about her wrinkles and gray hair — was "beautiful" until the very end. He said he felt priviliged that he had a "front row" seat to the incredible love story that his parents shared. His father, George H.W. Bush, was helped into the cavernous sanctuary with a wheelchair behind Jeb and his son former President George W. Bush. He laughed as Meacham and others recalled his wife's wicked sense of humor. Barbara and George Bush were married longer than any other presidential couple.GALLERY: Funeral, visitation for former first lady Barbara BushA eulogy was also given by Susan Baker, wife of former Secretary of State James A. Baker III, who said her longtime friend was "the secret sauce of this extraordinary family."Seated near the front of the church in the same pew were two other former presidents — Bill Clinton and Barack Obama — along with their wives and current first lady Melania Trump.Barbara Bush's granddaughters delivered readings during the service and her grandsons served as pallbearers as the casket was later wheeled out of the church. George H.W. Bush followed in his wheelchair, pushed by son George W. Bush, shaking hands with some of the people in the pews. In his lap, he carried his glasses and a copy of the funeral program.Barbara Bush died, with her husband by her side, at their home in Houston on Tuesday at age 92.Flags were flown at half-mast as the service began as the choir sang "My Country Tis of Thee." The church was adorned with sprays of yellow garden roses, yellow snap dragons, antique hydrangeas and other flowers.Other guests included former Rep. Gabby Giffords and her husband, retired astronaut Mark Kelly, and professional golfer Phil Mickelson, along with Karl Rove, and other former White House staff. Many were seen embracing in the church before the service.President Donald Trump isn't attending to avoid security disruptions and "out of respect for the Bush family and friends attending the service," according to the White House. He released a statement Saturday saying his "thoughts and prayers" are "with the entire Bush family."A burial will follow at the Bush Library at Texas A&M University, about 100 miles (161 kilometers) northwest of Houston. The burial site is in a gated plot surrounded by trees and near a creek where the couple's 3-year-old daughter, Robin, who died of leukemia in 1953, is buried. On Friday, a total of 6,231 people stopped by the church to pay their respects. Many of the women wore the former first lady's favorite color, blue, and trademark pearls. After seeing how many people had lined up to pay their respects to his wife, former President George H.W. Bush decided to attend — he sat at the front of the church in a wheelchair, offering his hand and smiled as people shook it, for about 15 minutes.Barbara Bush, one of just two first ladies to have a child elected president, also was known as the "Enforcer" in her family, the glue who kept the high-powered clan together. 4328

IMPERIAL BEACH, Calif. (KGTV) - A recent break to a sewage pipe south of the U.S.-Mexico border is allowing sewage to flow freely into the Tijuana River Valley and Pacific Ocean, officials say.The International Boundary and Water Commission (IBWC) said they were alerted to the break in the Tijuana sewage pipe by Mexico authorities recently. The pipe broke Dec. 7, according to Imperial Beach Mayor Serge Dedina, though the city was notified Tuesday.IBWC officials said Wednesday, "CESPT (Tijuana Water Utility) has informed us through the Mexican Section that a rupture was discovered yesterday on the Colector Poniente in Southeast Tijuana. This rupture caused the soil above the pipe to collapse in an auto junkyard. Several sinkholes were discovered yesterday by the workers at the property and notified CESPT who then diverted the flows upstream to a stormwater collector which drains to the Tijuana River. "The IBWC estimated the flow of sewage into the Tijuana River to be at 300 liters per second, or approximately 7 millions gallons per day. RELATED: Judge mulls motion to dismiss suit aimed at cleaning up sewage from MexicoIn a press conference Tuesday, Dedina renewed calls against the IBWC for "failure" to stop sewage from making its way into the river valley and eventually, the Pacific Ocean along Imperial Beach. 1338

If you've ever had a surgical procedure, you know it can often mean a high hospital bill. Now, more people are turning to surgery centers for a lower cost.Sandi Bowen is one of those people.Something as simple as picking out a shirt is more challenging for Bowen than she ever thought it'd be. On Easter, she found a lump in her breast. Doctors told her it was cancer."It was very very very confusing," Bowen says. "It still is. It brings tears to my eyes, because I don't understand how I got it."Instead of a lumpectomy, she decided to remove her entire breast. And instead of going to a hospital for breast reconstruction, Bowen opted for the Kaiser Permanente Ambulatory Surgery Center, where she got the surgery. In less than 24 hours, she was back home recovering.  "I felt very special," Bowen says. "They were there every time I moved. They came in and talked to me, even goofed around with me."Dr. Mike Sawyer, the director at the center, says they've worked hard to address concerns regarding patient care."If it's a patient that just needs physicians to kind of come to the bedside, and maybe we have to have some kind of intervention, we're able to do that because are here and we are present," Dr. Sawyer says. "On site, as they say. If it's really something that requires a higher level of care, that again allows us to do a pretty quick transfer process over to one of our partner hospitals."Compared with hospitals, Kaiser Permanente says its patients are seeing an average cost savings of 30 percent on their procedures. It can be anything from simple orthopedic procedure to joint procedures. However, Dr. Sawyer says there are important questions you need to ask before determining if a surgery center is the best option for you."Does your physician feel comfortable with this operation there?" Dr. Sawyer says. "Have you and your physician discussed all the ramifications of that procedure? And then what sort of plans does that ambulatory surgery center have if you were required a higher level of care?" 2037
