TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. Brent crude, the global benchmark, surged 3.5% on Tuesday to .04 a barrel, the highest since late 2014. That's already above the EIA forecast of for this summer, suggesting gas prices could go even higher. Brent crude averaged just last summer.Summer driving season, which the EIA considers April through September, is historically when demand peaks for gasoline as Americans go on vacation. The EIA expects highway travel to increase 1.3% over last summer.Although gas is well below the a gallon prices of 2008, it has risen because of the recovery in the oil markets. The average gallon of gasoline fetched .66 on Tuesday, according to AAA. That's up from .39 last year, just as summer driving season was beginning.Of course, those are just national averages. West Coast states are grappling with more pain at the pump.Drivers in California, Oregon, Nevada, Washington State, Hawaii and Alaska already pay more than per gallon, according to AAA. California's average gas price has jumped to .52, compared with .99 a year ago.After crashing to just a barrel in early 2016, crude oil has more than doubled in price. Supply in the United States is very strong. Production of crude recently hit record high because of the shale oil boom.But foreign oil supply is down, largely because of OPEC's efforts to boost prices by curbing production. Saudi Arabia-led OPEC and Russia reached an agreement in late 2016 to pump less oil. OPEC and its allies agreed last November to extend the cuts through the end of 2018.The production cuts are designed to reduce the global oil glut — and they appear to be working, judging by the recovery in prices and decline in stockpiles.Saudi Arabia decided last year to slash shipments of oil to the United States, the market watched most closely by oil traders. American imports of Saudi crude declined 14% last year to the lowest since 1988, according to the EIA.At the same time, the United States is shipping record amounts of oil overseas?since Congress lifted a ban on most exports in 2015. Texas Governor Greg Abbott told KTSA radio on Monday that he plans to send nearly 1,000 Texas National Guard troops to the US/Mexico border, after already committing to send 250 troops last week. The announcement came a week after President Donald Trump said he would send the National Guard to the border. Trump said the move was needed to help secure the border. Defense Secretary James Mattis said that up to 4,000 National Guard troops could end up staffing the border.The National Guard will work in a support role along the border, as troops are not allowed to make arrests or perform law enforcement functions. Abbott said troops along the border could be "in this for the long haul.”Troops from New Mexico and Arizona also will work the border. California has yet to commit troops to the border. Although Trump wants to bolster border security, it appears that illegal border crossings are down. Immigration and Customs Enforcement officials said that arrests at the border in 2017 were at a 46-year low. The decrease in arrests continues a nearly two-decade trend.  1112
