SAN DIEGO (CNS) - A 32-year-old man is expected to survive a stab wound to the abdomen after being attacked by a suspect who rode up on a bicycle and assaulted him on a bridge in the Hillcrest community of San Diego, police said.The victim was with friends on a bridge in the 3900 block of Vermont Street when the bicyclist rode up about 9 p.m. Saturday and stabbed him once in the abdomen, said Officer Robert Heims of the San Diego Police Department.The suspect rode away southbound on the bridge. Paramedics rushed the 32-year-old man to an area hospital with non-life-threatening injuries.No description of the suspect was available. SAN DIEGO (CNS) - A flurry of businesses can reopen Friday throughout San Diego County, but community-transmitted COVID-19 outbreaks have activated one of the county's public health triggers, placing a pause on any additional openings allowed by the state.The county also reported 238 new cases of the illness on Thursday, a new daily high and one that moved the total number of cases in the county over the 10,000 milestone to 10,092. Another four deaths were reported Thursday, raising the total deaths related to COVID-19 to 331.These new cases comprise 2% of a new daily high of tests reported, 10,070, for a cumulative total of 254,391 tests since the pandemic began.The businesses scheduled to open Friday, including personal care businesses like skin care and waxing salons, tattoo parlors, massage therapists and nail salons -- will still be allowed to open, but San Diego County Supervisor Nathan Fletcher said any further openings allowed by Gov. Gavin Newsom wouldn't be implemented until numbers go down."We continue to implore the public to wear facial coverings and avoid having gatherings at your home," Fletcher said.The culprit in the county's pause action is the eight community- transmitted outbreaks San Diego County has recorded in the last week.As part of the 13 public health triggers announced earlier this month, the county could take industry-specific actions, pause all reopening efforts or even dial back reopenings if enough of the metrics rise above a certain threshold. Fletcher did not report where exactly those were, or the previous outbreaks, saying doing so would "undermine" the county's cooperation from self-reporting businesses and other locations.Nolita Hall posted on its Facebook page that an asymptomatic employee had tested positive for COVID-19 and that the Little Italy restaurant would close until June 30 for deep cleaning. SAN DIEGO (CNS) - A 40-year-old man was shot and wounded while riding his bicycle early Saturday morning in Logan Heights.The shooting was reported at 1:20 a.m. in the 2900 block of Marcy Avenue, said San Diego police Sgt. Michael Tansey.The victim was riding his bicycle on the sidewalk westbound on Marcy Avenue when someone inside a black Jeep Cherokee that was parked along the north side of the street exited the passenger side and fired several rounds at the victim, Tansey said.The bicyclist was struck twice by the gunfire and fled on his bicycle. He rode into a fast food restaurant in the area of 29th Street and National Avenue, where he was taken to a hospital for treatment of non-life-threatening wounds, Tansey said.The victim sustained a gunshot wound to his buttocks and left lower leg, Tansey said.The gunman was described as Hispanic, in is mid 20s, wearing a black shirt and dark pants, according to Tansey. 935

SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations.
