CORONADO, Calif. (KGTV) - Three Coronado restaurants were closed for cleaning on Tuesday after employees tested positive for the coronavirus. One of the restaurants, The Henry, is facing backlash over accusations that it was not transparent with its patrons.On Facebook, The Henry posted the following message on Monday night.“Coronado neighbors,We apologize for not being more transparent with you about our first COVID positive case last week. Even though we messed up our communication, please know that we took all the right actions to make sure our guests, our employees and our restaurant space were as safe as possible before we re-opened.We went through our entire protocol for a COVID exposure the night after we became aware one of our employees was COVID positive. This includes third-party sanitation of the restaurant, contacting all employees before they returned to work to make sure we knew who had CDC defined exposure to the COVID employee and making sure all employees had access to testing at our cost, regardless of exposure. We got lucky that we were able to get this done so quickly. That has not always been the case. In another restaurant out-of-state, we had to close a restaurant for nearly a week as we waited for the sanitation company and sufficient staff to safely reopen. No one in our industry is happy about the fact we are all getting more experienced and better at responding to COVID exposures.Some of you have asked us why we did not notify the San Diego Health Department about the COVID positive employee. We know the employee's health care provider has notified the Health Department and that we, as employers, are not required to do so. But because of your question today and after calling the San Diego Health Department who encouraged voluntary notification, the Henry is committing to do so. With all of this in mind, this evening we notified the Health Department that we received information about a second COVID positive employee.The employee in this second case was last in the restaurant on Thursday, July 2. We are closing the restaurant early this evening and will be proceeding with sanitation and employee contacts. This time, we do not expect to be able to complete all of these procedures before our regular opening tomorrow. The Henry will be closed until we can go through our protocols, all of which mirror the San Diego Health Department's and CDC guidance.These are challenging times. We are learning how to do this better each day. Thank you for making us better. We hope to regain your trust and serve you again soon.”There are now hundreds of comments from members of the public. Many of the comments express concern that The Henry waited until after the 4th of July holiday weekend to make notification.Nearby McP’s Irish Pub and Hide Tide Bottle Shop and Kitchen were also temporarily closed for cleaning because of virus cases.On Tuesday, McP’s Irish Pub posted the following.“Good morning, For the health, safety and well-being of our valued customers, staff and community, McP’s Irish Pub will be closed beginning today to conduct a deep sanitization cleaning. This is being done per San Diego Co. Health Dept guidelines as one of our team members has tested positive for Covid19.PLEASE!PLEASE!PLEASE! be safe out there and follow what is recommended, let's all be part of the solution!See you all soon!!!”On Monday, Hide Tide Bottle Shop and Kitchen posted the following.“We will be closing today at 4:30 pm. Unfortunately, one of our staff tested positive for COVID-19. We are following the health department protocol and will be closed for a minimum of 48 hours for deep cleaning and time for all our staff to be tested. We will keep you posted. Please follow the rules! It's important! We care about you!”On Tuesday, ABC10 News asked San Diego County about whether restaurants are required to notify the public about employee cases. A spokesperson for the County wrote, "We leave it to the business, ANY business, to notify their customers. If we believe there is a risk to the public beyond that which would require further notification, we would notify the public."The County reports that medical providers are required to notify County health officials about employees who’ve tested positive. When ABC10News asked about whether restaurant employers are required to do the same, the County referred us to the state’s website which reports in part that employers should prepare to notify their local health department if there’s an outbreak or lab confirmed cases in the workplace.On Tuesday, ABC10 News asked The Henry for an interview. A spokesperson for the restaurant group said they were too busy to do an interview. ABC10 News’ calls to Hide Tide Bottle Shop and Kitchen went unanswered. CLEVELAND — A Cleveland school security guard who was charged with rape, accused of soliciting and sexually assaulting multiple students, was reported for inappropriate behavior to Cleveland Metropolitan School District months before he was arrested. Derrick Dugger, 29, a security guard at East Technical High School in Cleveland is due back in court Tuesday morning for the charges. According to court records, investigators said he forced a 15-year-old girl to perform oral sex and sent inappropriate messages to students. A detective wrote in the report that Dugger was “predatory” and “a danger to these young ladies.”Dugger was formally charged with rape last week after an investigation began earlier in November, but one Cleveland family told Scripps affiliate WEWS-TV that they reported him months before.According to Joyce Swann, her 15-year-old daughter who has special needs made a complaint about Dugger soon after the school year began at East Technical High School.A CMSD report of that complaint obtained by WEWS is dated September 7 — more than 2 months before Dugger was charged.In the report, Swann’s daughter told the dean that at first, the guard asked her if she had a boyfriend and asked to check her phone. The next day, he greeted her by saying, “Good morning baby.”After that, the student reported, the guard told her he “liked the way she twerked that a**” on Instagram.The student said she felt uncomfortable and reported it to the dean, who called her mother and told her they would take a report and investigate.But Swann said she never heard an update until the day Dugger was charged.“Who would say that to a little kid? You’re supposed to be making sure these kids are safe and you’re preying on them,” Swann said.She said she is terrified of what could have happened had her daughter not reported it — and angry that the school didn’t do more initially.“My daughter is a special needs child. He never would have thought in a million years that she would go to authorities and make that report,” Swann said. “I don’t know if they just wouldn’t believe her because she’s an autistic girl or whatever, and he’s an authority figure.”Swann said she wishes she would have pursued the school more with updates on the investigation and encourages other parents to listen to their kids and take action.CMSD sent WEWS the following statement: 2399

COACHELLA, Calif. (KGTV) -- The woman arrested for dumping puppies in a trash can in Coachella was sentenced to a year in jail, according to KABC. Deborah Sue Culwell, 59, pleaded guilty to animal cruelty and abandonment charges. Culwell was arrested after surveillance video captured a white jeep pull up behind a store on the 49000 block of Grapefruit Boulevard as a woman exited with a plastic bag. The video then shows the woman dumping the bag between trash cans.RELATED: Woman caught on video dumping bag of puppies in CoachellaInside the bag were seven puppies, all about three days old and believed to be terrier mixes.An employee at the store contact animal services after a passerby discovered the bag next to the .“The Good Samaritan played a major role in saving theses puppies’ lives,” Department of Animal Services Commander Chris Mayer said. “His actions were humane and heroic.”“There is no excuse for dumping puppies,” Mayer added. “Especially in today’s age when we or other shelters would be willing to get these animals to foster parents or rescue partners. Colleges are trying to figure out how students can safely get back to school, as more schools are choosing to go online only for the fall.For colleges that will have students on-campus, a big question is how testing could work. This week, Maryland's state universities are some of the latest to say they will test students if they can't prove they had a negative test within 14 days of arriving on-campusResearchers from Yale, Harvard and Massachusetts General Hospital have a model of what they say needs to happen for campuses to reopen.It includes testing students every two days along with strict social distancing measures“There are still schools out there who think they can get by with symptom-based monitoring,” said David Paltiel of Yale Public Health. “That is waiting until a student develops symptoms before springing into action. We have run simulations and scenarios over and over again. We have yet to find a single one where that is good enough.”Experts believe screening frequency is more important than test accuracy. But they say daily testing could lead to false positives. They think testing every two days will cost 0 per student per semester.“Any school that cannot see how it's going to reasonably implement a program of frequent screening alongside a program of social distancing really has to ask itself if it has any business reopening,” Paltiel said.Vassar College President Elizabeth Bradley looked at how the model would work for them. She wrote in the journal JAMA they would have a controllable number of infections, even if they only tested students every four weeks.They would also use social distancing, masks, and contact tracing. The survey found that 76% of shoppers said they would rather do something else on Black Friday than shop, which is a 10% increase from a year ago.Unlike in years past, many major retailers are opting to close on Thanksgiving. The survey found that 71% of shoppers are more likely to support businesses that give their employees the day off on Thanksgiving."The pandemic will have a significant impact on shopping behaviors this year, with more consumers shopping online than ever before," said Joan Giese, CCB clinical associate professor of marketing. "However, despite these changes, we've found that many consumers feel that holiday shopping will provide a sense of normalcy during an unfamiliar holiday season."The National Retail Federation says that the industry has shown some resilience during the pandemic. The organization says that ,200 economic impact payments helped keep the industry afloat during the pandemic.“Strong growth in retail sales during the last few months points to the resiliency of consumers even in this disruptive pandemic environment,” National Retail Federation chief economist Jack Kleinhenz said. “Taking in all the evidence available, the U.S. economic recovery has progressed more quickly than generally expected.” 1850
