CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. Witnesses told police the maneuver caused the crash. Police say Smith then got out of his truck and stabbed Williams. Smith, a father of five who had just dropped several of his children off at school, died at the scene. (KGTV) - Legislation needed to advance the Chula Vista Bayfront Project was signed Friday by Governor Jerry Brown.Assembly Bill 2646 authorizes the transfer of a 97-acre parcel of land in Chula Vista to the San Diego Unified Port District. (KGTV) - Police have arrested three people in the death of a man found slumped over the steering wheel of his still moving vehicle.Chula Vista Police arrested Britney Canal, 29, of Chula Vista, Cesar Alvarado, 39, of National City, and Michael Pedraza, 27, of San Diego, in the murder of 59-year-old Mario Serhan.Witnesses found Serhan slumped over the steering wheel of his vehicle with an apparent gunshot wound to the head just before 1 p.m. on April 11.
