SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. "For us, were totally on board with having multi family in a single-family zone, but we think it's going to run into a lot of neighborhood opposition." 1688

SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972

  

SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. She told ABC10 News in part, “It's been rough to shut down business again when people were feeling normal and then we see the County of San Diego's Department of Health say that gyms are only point .4% of cases in San Diego and it's really frustrating as a business owner where we have these ebbs and flows- where we can be open and then we can’t.”Superior Court Judge Kenneth J. Medel stated that he would have a ruling by 5 p.m. on Friday. If not, he said he would issue his decision on Monday. 1916

  

SAN DIEGO (KGTV) - Kelvin Barrios, a candidate for the San Diego City Council's 9th District, has announced he has contracted coronavirus."After being hospitalized two days ago, I have tested positive for COVID-19," Barrios said in a Facebook post. "While I have been following all social distancing and self-isolation recommendations, I had what I thought was a normal flu for about a week," he said.Barrios described feeling "bad body aches, sweating, headaches, labored breathing, high blood pressure, and an elevated heart rate.""I strongly urge everyone to practice social distancing and stay safe and healthy during these times," he said. 652
