SAN DIEGO — More than 100 thousand San Diegans have lost their jobs amid the coronavirus outbreak, and some of those positions have disappeared forever.But a new report from the San Diego and Imperial Counties Community College Association has identified 66 jobs as pandemic resilient.“It's an expensive place to live, this county, and so we need people to be able to have jobs that will be able to help sustain their families,” said Dr. Sunny Cooke, superintendent of the MiraCosta Community College District.Cooke said the community colleges offer an affordable way to train for positions wanted now. It report includes an interactive list of fields, and which local community colleges offer programs related to them.“We want people to get in now, get a short term training, get into a field, stabilize their family and their lives, and then have a ladder to more, longer-term training and education that they seek and they desire,” cooke said.The identified jobs run the gamut from web developers and cyber security analysts to medical assistants, registered nurses, machinists, social service workers and biotech technicians, to name a few.In all, the report says the average entry level salary for the jobs is ,000, with room for growth. 1488

SAN DIEGO — The race to replace former Congressman Duncan Hunter in California's 50th Congressional District is in a virtual deadheat, according to a new scientific poll.The ABC-10News Union-Tribune SurveyUSA poll shows Republican Darrell Issa, a former congressman, leading Democrat Ammar Campa-Najjar 46 percent to 45 percent, within the 5.4 percent margin of error. “This poll I think is a shocker for many political observers, including myself,” said Thad Kousser, political scientist at UC San Diego. “You have an establishment, well-known candidate in Darrell Issa with proven fundraising ability in a district that until a couple years ago was the reddest district in California, so many people thought that by this time the real start of the campaign season Darrell Issa would have a huge lead over Ammar Campa-Najjar.”Hunter resigned in January after pleading guilty to a single felony conspiracy count. Federal prosecutors accused him and his wife Margaret of misusing 0,000 in campaign funds. Hunter, under indictment during the 2018 election, still defeated Campa-Najjar by 3 percentage points, or 9,000 votes in the 50th District, which leans Republican.Campa-Najjar is running in 2020 to take the open seat. He secured the most votes in the Super Tuesday primary against a split Republican field, with Issa coming in second. Still, the Republican votes combined outnumbered Campa-Najjar in the March primary. By registration, Republicans outnumber Democrats in the district by about 33 percent.Issa, a longtime veteran of the House of Representatives, last represented the coastal 49th District. He did not seek re-election in 2018 amid changing voter registration. He is now running to go back to Washington, D.C., in the 50th District, which extends from parts of El Cajon into southern Riverside County. Issa, a staunch ally of the president, expressed confidence in his campaign Tuesday."The policies of this president, this administration, are my policies," he said. "Free and fair trade, enforcement of the borders, a recognition that the constitution is as it is."Campa-Najjar, while a Democrat, said district voters are taking to his independent voice."I stand with the people of the 50th through thick and thin," he said. Issa led by 21 points among men, while Campa-Najjar led by 18 points among women.The poll also showed Joe Biden leading Donald Trump in the race for president 48 to 45 percent. SAN DIEGO (AP) — U.S. Customs and Border Protection on Tuesday began testing the use of body cameras by its employees at nine locations, potentially leading to a broad rollout by the nation's largest law enforcement agency that would make it the first federal agency to use the devices on a large scale.Customs and Border Protection previously concluded in 2015 after a yearlong study that body cameras were not yet suitable for widespread use due to cost, technological challenges and the need for labor union approval. However, it said the cameras had potential in limited circumstances.The agency's review also found that cameras used in field tests did not function well in the rugged, remote conditions in which many Border Patrol agents work."Some fared better than others," said Austin Skero, director of the agency's law enforcement safety and compliance directorate.Customs and Border Protection officials said technology has evolved since the 2015 test, and the cameras used in the current field tests will build on lessons learned in the previous test. The equipment was provided by several manufacturers the agency declined to name.Officials also said the potential benefits of the cameras include providing evidence in criminal cases, improved training and strengthening of job performance and accountability.Employees will be expected to turn the cameras on and off during incidents involving use of force and encounters that "are likely to become hostile, adversarial or confrontational," Skero said.Congress agreed to fund the tests by allocating million in the Obama administration's final year.The tests during under then-President Barack Obama came amid mounting scrutiny of employees using excessive force. Customs and Border Protection employees used firearms 55 times in 2012, a number that dropped to 17 last year.Nearly every large U.S. police department has equipped at least some officers with body cameras, and many publicly release footage following high-profile shootings and other encounters.A 2015 survey of 70 of the largest law enforcement agencies around the country by the Major Cities Chiefs Association and Major County Sheriffs' Association found that 95 percent had either implemented body cameras or had committed to moving forward with body-worn camera programs.Following the shooting of Michael Brown in Ferguson, Missouri, Obama pledged funding to equip 50,000 officers across the country with body cameras in three years. Police departments have varying policies about how long they must retain the video, when cameras have to be turned on or can be turned off, and whether video can be released.Customs and Border Protection said practical policy and privacy questions would need to be addressed, as well as costs, maintenance, storage and training, before widespread deployment of the cameras could occur.The testing will not use facial recognition technology and it will end in October.The locations are Detroit and Eagle Pass, Texas; Atlanta's Hartfield-Jackson International Airport; the Long Beach, California, dock; by an aerial patrol unit in Tucson, Arizona; a maritime patrol unit in West Palm Beach, Florida, a maritime surveillance team; and by Border Patrol agents in Campo, California, Kingsville, Texas, and Las Cruces, New Mexico. 3301

  

SAN DIEGO (AP) — The Marine Corps says one of its fighter jets collided in mid-air with another plane during a refueling operation in a remote desert area of Southern California.The pilot ejected and the other aircraft landed safely.Authorities say the F-35B jet collided with a Lockheed Martin KC-130J tanker around 4 p.m. Tuesday. The pilot who ejected is being treated, and nobody aboard the tanker was hurt.The jet crashed near the Salton Sea, northeast of San Diego.The big tanker landed in Thermal in neighboring Riverside County.Photos from the scene show the plane on its belly in a farm field. 610

  

SACRAMENTO, Calif. (KGTV) — California’s Senate has approved a measure to increase the scrutiny of hunting licenses used in gun sales, prompted by last year’s fatal shooting at a Poway synagogue. Senate Bill 914, introduced by Democratic Sen. Anthony Portantino, would require gun stores and the state Department of Justice to both check the validity of hunting licenses during a waiting period after gun buyers purchase a weapon and before they pick it up.
