SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

SAN DIEGO (KGTV) — The downtown building at 101 Ash Street has been sitting vacant for most of the last four years and as it continues to sit empty, taxpayers are footing the ,000 per day bill.City Council leaders voted 5-4 — with Council members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómezto voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.The mayor's options included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursue a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.The coronavirus pandemic has cleared out office buildings across downtown San Diego. But emptiness is business as usual for the old Sempra building at 101 Ash.In 2016, the city approved a lease-to-own agreement for the building, valued at million. The idea was to move upwards of 1,100 city employees into the facility.But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors.In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.So how did the city get into this mess? A new investigation shows it really never did its homework for such a big purchase from the start.The law firm Hugo Parker found that, "at no time, however, did the city formally inspect 101 Ash before closing escrow."In January, councilmember Barbara Bry showed ABC 10News a document that the city accepted the property as is."That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said.An additional new report from Kitchell says the building needs 5 million of repairs, which is well more than what the city paid for it. 1947

Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost. While the mall is offering subsidized public transit passes, the concerned employee says that's not an option for everyone. He wishes there had been more transparency about the policy in the months leading up to January 30 roll-out. October, 2003, the Cedar Fire broke out in the Cleveland National Forest and exploded across San Diego County. The largest wildfire in California history to that point, it killed 15 people and destroyed thousands of homes. Hardest hit were Scripps Ranch and Tierrasanta.Four years later, another firestorm raced through the north county, killing two and featuring wind gusts of over 100 miles per hour.
